About 1.3 billion EUR is given in support for films across Europe, with some 170 support bodies and around 600 different other aid programmes in existence. The report looks at reform of Euroimages, and at new laws introduced in Germany and Italy, along with an analysis of the role of private investors.

Book An Insight Into Selected Film Funding Systems

Download or read book An Insight Into Selected Film Funding Systems written by Council of Europe and published by Council of Europe. This book was released on 2011-10 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the economic crisis, the effects of which can also be seen in the audiovisual sector, film production in the EU states reached a record high in 2009, with almost 1.200 cinematographic works produced. The fact that this record was set in 2009 suggests that it was the public film aid systems in Europe which prevented production levels from collapsing. This edition of IRIS plus looks at the theme of direct film aid and, in particular, examines a group of states which have previously attracted little attention in this regard: the states of South-East Europe.

It then compares the various schemes according to their advantages/disadvantages and examines how they work alongside other economic and political measures. The report concludes by evaluating the impact of these systems in the international context. This analysis was carried out by one of Europe's leading screen sector development consultancies, Olsberg-SPI, providing specialist, high level advice for over 20 years to public and private sector clients in the creative industries, focusing on film, television and digital media.

Book The New Cinema Communication

Download or read book The New Cinema Communication written by Council of Europe and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Commission adopted its much disputed new-look Cinema Communication in November 2013. This re-vamped legal instrument lays down the rules by which the EU judges whether or not European film funds comply with EU state aid rules. It finally saw the light of day following an uphill consultation process with the industry and decision-makers. Many stakeholders feared that new rules on territorial spending and the so-called subsidy race would scupper public film funding schemes. In its brand new IRIS plus report, the European Audiovisual Observatory looks at the contents of this new 2013 Cinema Communication while re-treading the road which led to its latest re-write. The Related Reporting section offers short articles on recent developments in European cinema legislation. The final Zoom section provides the Observatory's latest facts and figures on the cinema industry in Europe, including digital roll-out data.

Book The Regulation of Subsidies Within the General Agreement on Trade in Services of the WTO

Download or read book The Regulation of Subsidies Within the General Agreement on Trade in Services of the WTO written by Pietro Poretti and published by Kluwer Law International B.V.. This book was released on 2009-01-01 with total page 346 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The General Agreement on Trade in Services (GATS) extends the multilateral trading system to services. Little is said In the GATS about subsidies, beyond stipulating that subsidies are subject to the existing provisions, including the most-favoured-nation and national-treatment principles, and that Members shall enter into negotiations with a view to developing the disciplines necessary to avoid the trade distorting effects of subsidies." "This timely book provides a comprehensive analysis of services subsidies under the GATS. It begins with a description of services and trade in services, and of the salient characteristics that make regulation of services subsidies more complex than those associated with agricultural and industrial goods. It then analyzes the economic arguments underpinning the need for regulation, as well as the need for governments to retain sufficient latitude to implement non-trade-related policy measures. A description of the information available on services subsidies is followed by a classification of services subsidies according to their distortive effects, and by a detailed analysis of those elements that may form a definition of services subsidies for the purpose of a future regulatory framework." "A key section is devoted to the analysis of those existing provisions of the GATS that may exert a certain measure of discipline on services subsidies, and to the question of the desirability and technical feasibility of countervailing measures. Rules on services subsidies contained in regional trade agreements and the need for special and differential treatment for services subsidies by developing countries are also discussed. Finally, and prior to the conclusion, two sectoral studies deal with the question of subsidies aimed at attracting foreign direct investment and subsidies to the audiovisual sector." "This work represents the first extensive and comprehensive analysis of the issue of services subsidies in the context of the GATS, and includes numerous references to relevant European Union State Aid legislation and jurisprudence." --Book Jacket.

Book Developing Feature Films in Europe

Download or read book Developing Feature Films in Europe written by Angus Finney and published by Routledge. This book was released on 2013-05-13 with total page 153 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European film industry has by now lost most of its audience to American films; US productions take around eighty per cent of Europe's box-office revenues. There are many reasons for this imbalance, but one major difference between the European and the US film industries is easily identified: the Americans spend far more on development. Developing Feature Films in Europe is the first comprehensive study of this critical stage of the film-making process. Based on extensive research and interviews with more than seventy industry practitioners, it examines current funding practices, presents training initiatives for writers and producers, and highlights the potential for further improvements. Angus Finney has also compiled an invaluable directory of contacts, addresses and application procedures for public and private funding bodies throughout Europe.

Book Digital Peripheries

Download or read book Digital Peripheries written by Petr Szczepanik and published by Springer Nature. This book was released on 2020-05-15 with total page 303 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is an open access book. Media industry research and EU policymaking are predominantly tailored to large (and, in the latter case, Western) European markets. This open access book addresses the specific qualities of smaller media markets, highlighting their vulnerability to global digital competition and outlining survival strategies for them. New online distribution models and new trends in the consumption of audiovisual content are limited by, and pose new challenges for, existing audiovisual business models and their legal framework in the EU. The European Commission’s Digital Single Market (DSM) strategy, which was intended e.g. to remove obstacles to the cross-border distribution of audiovisual content, has triggered a heated debate on the transformation of the existing ecosystem for European screen industries. While most current discussions focus on the United States, Western Europe, and the multinational giants, this book approaches these industry trends and policy questions from the perspective of relatively small and peripheral (in terms of their population, language, cross-border cultural flows, and financial and/or symbolic capital) media markets.
