Book State Government Budget Stabilization

Download or read book State Government Budget Stabilization written by Yilin Hou and published by Springer Science & Business Media. This book was released on 2013-01-30 with total page 367 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is the first comprehensive, full-scale treatment of the law, politics and economics with regard to the policies and policy instruments for budget stabilization at the state level. Covering the period from 1946 through 2008 in the United States, it provides details on the methods and results of empirical tests of the effects of budget stabilization instruments on government operations, public service provision, and some other aspects of social and economic life. With the lingering effects of the most recent financial crisis and economic downturn, and the subsequent Tea Party movement advocating smaller government and deficit reduction, this book carries timely and important theoretical as well as practical implications, particularly in regard to the potential for counter-cyclical fiscal policy in mitigating negative impacts during a recession. The first contribution of the book is in public finance theory: it provides insights into the applications of the stabilization function in the context of strong government, thereby refining Keynesianism. The second aspect is in Public Choice: the creation and functioning of budget stabilization funds offer extra evidence to demonstrate that the general public provides input and voice in more than the conventional ways when it comes to policy making, even in an area dominated by strong government. The third aspect is in policy making, exploring the opportunities for refining policy tools in preparation for future downturns.

Book Fiscal Policy Stabilization and Growth

Download or read book Fiscal Policy Stabilization and Growth written by Guillermo E. Perry and published by World Bank Publications. This book was released on 2007-10-19 with total page 354 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fiscal policy in Latin America has been guided primarily by short-term liquidity targets whose observance was taken as the main exponent of fiscal prudence, with attention focused almost exclusively on the levels of public debt and the cash deficit. Very little attention was paid to the effects of fiscal policy on growth and on macroeconomic volatility over the cycle. Important issues such as the composition of public expenditures (and its effects on growth), the ability of fiscal policy to stabilize cyclical fluctuations, and the currency composition of public debt were largely neglected. As a result, fiscal policy has often amplified cyclical volatility and dampened growth. 'Fiscal Policy, Stabilization, and Growth' explores the conduct of fiscal policy in Latin America and its consequences for macroeconomic stability and long-term growth. In particular, the book highlights the procyclical and anti-investment biases embedded in the region's fiscal policies, explores their causes and macroeconomic consequences, and asesses their possible solutions.

Book Local Government Budget Stabilization

Download or read book Local Government Budget Stabilization written by Yilin Hou and published by Springer. This book was released on 2015-05-28 with total page 209 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is the first comprehensive, full-scale treatment of the politics, law, and economics with regard to the policies and policy instruments for budget stabilization at the local level. It examines budget stabilization in the United States from the 1910s to 2010 (from adoption of public budgeting in this country through the Great Recession). In addition, it provides details on the methods and results of empirical tests of the effects of budget stabilization instruments on government operations, key/basic services provision, and some other aspects of social and economic life at the local level, including full-purpose governments (county, metro city, municipality, township, and village) as well as special (single-) purpose governments (like school districts and transportation districts). This book dissects an important and pressing issue in public financial administration, analyzes a lesson that has been in the learning process, especially in the United States, and identifies theoretical threads for scholarly refinement, which will be put into specific contexts of policy design and implementation. This book will be of interest to scholars in political science, economics, public choice and in public administration, where it will also appeal to policy-makers.

Book America s Search for Economic Stability

Download or read book America s Search for Economic Stability written by Kenneth Edward Weiher and published by Macmillan Reference USA. This book was released on 1992 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States's search for economic stability through the twentieth century is a fascinating saga of triumphs and catastrophes, of theorists and policy-makers, of world and domestic events, and of politics and politicians. In this new book by the respected teacher and scholar Kenneth Weiher, readers are given a clear and concise tool for understanding the history of government stabilization policy and therefore contemporary economic conditions and policy changes. America's Search for Economic Stability is the product of synthesizing hundreds of sources in order to present a solid descriptive history of the evolution of government stabilization policy. Readers are guided through eight decades of analysis: from before the creation of the Federal Reserve, when virtually no policy existed; through the 1910s and 1920s, when monetary policy was in its early stages of development; through the 1930s, with their cataclysmic policy errors; through the 1940s to early 1960s, when Keynesian fiscal policy was ascendant; through the late 1960s and 1970s, when instability progressively worsened and monetarism was reborn; and finally to the 1980s, when stability was painfully but successfully reestablished. Highlighting these analyses are discussions of the development of new ideas, the application of theories in policy actions, and the people who devised the theories and implemented the policies. Throughout the presentation, readers come to understand that policymakers, in the process of seeking a formula for stabilization policy, have created far more instability than they have averted. As Weiher ably demonstrates, the government--through its incorrect interpretations of economic indicators and through the politicization of economic policy--has been responsible for the overwhelming majority of economic contractions and episodes of inflation occurring over the decades. Certain to spark the interest of students and teachers of history, economic history, and economics, America's Search for Economic Stability will appeal to a broad audience, for it is a guide not just to the past but to the present and future as well. Included are a preface, bibliographic essay, selected bibliography, and index.

Book Fiscal Policy and Macroeconomic Stability

Download or read book Fiscal Policy and Macroeconomic Stability written by Mr.Xavier Debrun and published by International Monetary Fund. This book was released on 2010-05-01 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper revisits the link between fiscal policy and macroeconomic stability. Two salient features of our analysis are (1) a systematic test for the government’s ambivalent role as a shock absorber and a shock inducer—removing a downward bias present in existing estimates of the impact of automatic stabilizers—and (2) a broad sample of advanced and emerging market economies. Results provide strong support for the view that fiscal stabilization operates mainly through automatic stabilizers. Also, the destabilizing impact of policy changes not systematically related to the business cycle may not be as robust as suggested in the literature.

Book Principles of Budgetary and Financial Policy

Download or read book Principles of Budgetary and Financial Policy written by Willem H. Buiter and published by MIT Press (MA). This book was released on 1990 with total page 461 pages. Available in PDF, EPUB and Kindle. Book excerpt: What principles should govern the design of governmental. budgetary and financial policy? Policymakers in the major industrial countries and officials of international organizations are deeply concerned about rising public debt burdens. But there are others who believe that only public spending on goods and services matters, while public debt and deficits are irrelevant. Principles of Budgetary and Financial Policy seeks to bridge the gap between these views, showing how rigorous economic theory can be applied to the study of fiscal, financial, and monetary policy and examining the contributions of such policy to the goals of cyclical stabilization, structural adjustment, and secular growth in modern "mixed" economies. This book brings together twelve years of Willem Buiter's work on fiscal and financial policy, including both previously published and new essays. In addition to raising the level of policy debate, it unites the two subdisciplines into which economists have split the study of fiscal and financial policy: the microeconomic theory of neoclassical public finance and the macroeconomic neoKeynesian theory of stabilization policy. The book's introductory section sets the scene through broad ranging, nontechnical papers emphasizing the unavoidable interconnection of the stabilization role of fiscal policy with its allocational and distributional roles. In the following sections Buiter focuses on the measurement of public sector activity over time, considering how (and to what extent) a longer-run perspective on the government's finances can be summarized in a single comprehensive government balance sheet. He examines "crowding out," the displacement of private economic activity by public economic activity, explaining why and how public debt and deficits matter and emphasizing the distinction between various financing issues. The fiscal origins of inflation are addressed, as well as the eventual monetization of public sector deficits. In an extensive concluding essay Buiter considers the role of fiscal policy in stabilization and structural adjustment in open developing countries. Willem H. Buiter is Professor of Economics at Yale University.
