PPER 2 provides a detailed analysis of key public expenditure issues in Tajikistan and reports on the nonlending policy dialogue and technical assistance programs managed and coordinated by the World Bank. PPER 2 has a special focus on social sectors, especially the health and education sectors. Public Expenditure Tracking Surveys (PETS) carried out for the first time in Tajikistan in 2007 contributed to the findings in this report. The report also updates the macroeconomic and fiscal situation to take account of important developments in 2007 and analyzes the implications of energy sector reforms and investments for fiscal sustainability. This report is intended to contribute to improving the quality of life in Tajikistan through a comprehensive reform program. It spells out the macroeconomic, energy, and budget reforms necessary to achieve the growth the country seeks and, at the same time (and frequently via the same measures) the social welfare targets of the Millennium Development Goals (MDGs).

Book excerpt: The Public Expenditure Tracking Survey (PETS) looked at four components essential to the strengthening and development of the education sector in Afghanistan: 1) the payment of staff salaries; 2) the availability and use of an operations and maintenance (O&M) budget to support administrative teams and schools; 3) the construction of new schools through the Education Quality Improvement Program (EQUIP); and 4) the distribution of textbooks. The overall objective of the PETS is to understand the dynamics of resource flows in the education sector, to articulate a number of recommendations to improve effectiveness of this resource flow and increase the impact of reforms in the education sector in Afghanistan. This first study will focus on key aspects of resource flow: the extent to which public resources reach service-delivery points (schools); the timeliness of that delivery; the type and scale of bottlenecks and anomalies in the system that may result in delay or leakage of inputs to services; the capacity and flexibility available amongst local officials at all levels to address these bottlenecks. The report is organized as follows: section two presents an overview of the financial landscape of education in the country as well as specific profiles of the three provinces and districts where the research was carried out. Section three looks at the issues related to the payment of salaries and wages to teachers. Section four presents the factors that lead to inefficiencies in meeting the O&M needs of schools and provincial offices. Section five presents the state of completion of schools under EQUIPs and analyses the reasons that lead to these in the three provinces. Section six tracks the distribution of textbooks to provinces from the central level to the schools.

Book excerpt: The African Development Bank commissioned four case studies on Debt Relief Initiatives, Development Assistance and Service Delivery in Ghana, Malawi, Senegal, and Uganda from the last quarter of 2006 to mid 2007. The objective of the study was to appraise the extent to which debt relief resources are being used to improve social service delivery. There is strong agreement from all four case studies that debt relief created flexibility in governments spending by playing the role of flexible and predictable budget support. In this context, governments acquired more degrees of freedom to allocate debt relief resources in line with their own objectives. In all four countries debt relief resources were more easily transformed into MDG-related spending than tied aid. The case studies had a consensus in identifying the accountability of public institutions to civil society, through community monitoring or execution of expenditures, as the most effective means of enhancing spending effectiveness. This formed the basis for the success observed in program implementation. From the findings of the case studies it is clear that debt relief can lead to enhanced service delivery provided certain conditions prevail. These conditions can be influenced by donors as well as the willingness of beneficiary governments to undertake reforms. The general observation across the case studies is that debt relief has a major positive impact on service delivery, and progress towards the MDGs, when beneficiaries: (i) have high capacity in MDG spending, (ii) are highly accountable, and (iii) receive stable and high-quality aid.
