Book excerpt: This paper presents a methodology for public expenditure review and analysis for climate change adaptation and mitigation in the agricultural sector. It outlines the basic methodological concepts, including the classification of public expenditures in the context of their links to climate change adaptation and mitigation. It also illustrates how such analysis can usefully contribute to policy decision making to better achieve the climate change adaptation and mitigation goals using the case study of Uganda. The proposed classification allows for analysing the level and the composition of public expenditures that influence adaptation capacity of the sector to climate change, and actions that increase or decrease greenhouse gas emissions (GHG) in agriculture. This, in turn, allows for assessing whether the sector is stimulated in a way that allows achieving a country’s climate change adaptation and mitigation objectives and form a basis for further evaluation of the effectiveness of individual measures in reaching these objectives.

Climate change is one of the greatest challenges of our time it affects every country and yet progress in mainstreaming climate change into the policy-making process is patchy. Some countries political leaderships have put in place high-profile climate change mitigation and adaptation plans, with broad participation across government agencies and nongovernmental stakeholders, and with their central finance and planning agencies assuming a key role. In many other countries, however, climate change issues remain the preserve of specialist environmental agencies and there is no framework or mechanism by which climate change issues are systematically taken into account in national planning. This Climate Change Public Expenditure and Institutional Review Sourcebook (CCPEIR) seeks to provide practitioners with the tools and information needed to respond to the public expenditure policy and management challenges arising from climate change. Building on more than two decades of research in development and environmental economics, it argues that well-designed environmental tax reforms are especially valuable in developing countries, where they can reduce emissions, increase domestic revenues, and generate positive welfare effects such as cleaner water, safer roads, and improvements in human health. Moreover, these reforms need not harm competitiveness. New empirical evidence from Indonesia and Mexico suggests that under certain conditions, raising fuel prices can actually increase firm productivity. Finally, the report discusses the role of fiscal policy in strengthening resilience to climate change. It provides evidence that preventive public investments and measures to build fiscal buffers can help safeguard stability and growth in the face of rising climate risks. In this way, environmental tax reforms and climate risk-management strategies can lay the much-needed fiscal foundation for development and climate action.

In response to the growing urgency to fight climate change, “green PFM” aims at adapting existing PFM practices to support climate-sensitive policies. With the cross-cutting nature of climate change and wider environmental concerns, green PFM can be a key enabler of an integrated government strategy to combat climate change. This note outlines a framework for green PFM, emphasizing the need for an approach combining various entry points within, across, and beyond the budget cycle. This includes components such as fiscal transparency and external oversight, and coordination with state-owned enterprises and subnational governments. The note also identifies principles for effective implementation of a green PFM strategy, among which the need for a strong stewardship located within the ministry of finance is paramount.

While flows of international climate finance have grown in recent years, it has become ever clearer that countries need to consider all policy instruments. Climate change is going to affect, in particular, the core business of finance ministries related to fiscal policy, government budgets, and public debt. This note focuses on public expenditure management for climate actions rather than the full spectrum of finance ministry responsibilities. Climate change planning shares some common challenges with other national policy objectives where multiple interests need to be managed - but also presents some unique complexities. This policy note presents several measures of immediate interest to finance ministries for better fiscal planning and expenditure management of climate actions. Drawing on the sourcebook, climate change public expenditure and institutional review, the note highlights three general areas of financial and expenditures management where improved practice will better prepare finance ministries to deal with the fiscal implications of climate change: (i) including climate change as a long-term objective in the national budget and expenditure framework; (ii) improving financial tracking and performance accountability by spending agencies; and (iii) strengthening government financial management systems to efficiently use external climate finance. Targeted at the climate budget, these actions will also promote financial discipline and overall lead to more efficient and strategic public spending. This policy note provides finance officials with seven detailed recommendations based on the experience of World Bank client countries.

It argues that a reform of certain types of subsidies, increased operations and maintenance expenditures, and a thorough environmental assessment of capital projects will tend to benefit the environment, thereby moving an economy towards ‘sustainable’ development.

Using a rich sub-national dataset for Russia covering 1995-2009, we estimate the impacts of changes in climatic conditions through short-term variation and medium-term changes in average regional temperatures and precipitation. We show a strong and robust negative (but non-linear) relation between regional budget expenditures and population-weighted temperature. The results indicate that an increase in temperature results in a decrease in public expenditures and that the magnitude of this effect diminishes the warmer the region. Further, our results suggest that the benefits from warming accumulate and that adaptation measures could help leverage those benefits. The estimated decreases in regional government expenditure are, however, quite small. It should be noted that our results are estimated for a scenario of mild temperature increase (1-2 °C). Larger temperature increases are likely to have dramatic consequences e.g. from loss of permafrost and methane release that are impossible to predict with available historical data.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Building and stewarding such a Budget over the long term requires a clear-eyed view of the challenges that put our aspirations at risk. No challenge poses a greater threat to future generations than climate change. The Office of Management and Budget (OMB), in collaboration with the Council of Economic Advisers (CEA), recently embarked on an effort to assess what we can quantify today with regard to the fiscal risks posed by climate change for the Federal Government. To date, this effort has yielded two primary conclusions: first, that our current understanding of the fiscal risks of climate change is nascent, limited in scope, and subject to significant uncertainty; and second, that the evidence available thus far indicates the fiscal risks to the Federal Government could be very significant over the course of this century without ambitious action to reduce greenhouse gas emissions (GHGs) and adapt our communities to a changing climate. This report outlines the contours of fiscal risk through five program-specific assessments: crop insurance, health care, wildfire suppression, hurricane-related disaster relief, and Federal facility flood risk. These programs were assessed because they are directly influenced by climate change, they have strong links to the Federal Budget, and quantitative scientific and economic models regarding the likely magnitude of impacts were available. This report also considers potential impacts to Federal revenues."
