Book excerpt: Since the early 2000s, reforms in the area of public ethics have represented a significant part in the European Commission's efforts to improve its internal governance and democratic legitimacy, and address the crisis of public confidence in European integration. This book comprises a study of ethics and public integrity issues in the administrative services of the European Commission. The author traces the reforms implemented in this area since the early 2000s, and asks whether and how they have shaped Commission officials’ thinking about appropriate behaviour in public office. Based on in-depth interviews and the use of vignettes, the book reveals that the influence of ethics regulations is subtle and full of contradictions: while a heightened awareness and discussion of ethical issues exists in the Commission nowadays, the topic is nonetheless often considered as a matter of "common sense". This book breaks new ground as the first analysis of ethics at the level of individual EU officials. It advances a new angle to the study of the Commission as an administrative actor, and sheds light on an important but under-researched component of its efforts to address criticism concerning democratic legitimacy. In the field of administrative ethics, the book tackles research gaps regarding the practice and impact of ethics policies within public organizations. The first chapter introduces the topic, offering a global perspective on embedding ethics in science and technology policy. Chapter Two compares the institutionalization of ethical debates in science, technology and innovation policy in three important regions: Europe, India and China. The third chapter explores public perceptions of science and technology in these same three regions. The sixth chapter describes and analyzes values demonstrated in the constitution of the People’s Republic of China. The analysis is undertaken against the backdrop of different value systems and varying levels of public perception of risks and benefits. The book introduces a common analytical framework for the comparative discussion of ethics at the international level. Book excerpt: This open access book seeks to identify the ethical spirit of European Union (EU) law, a context in which we can observe a trend towards increasing references to the terms ‘ethics’ and ‘morality’. This aspect is all the more important because EU law is now affecting more and more areas of national law, including such sensitive ones as the patentability of human life. Especially when unethical behaviour produces legal consequences, the frequent lack of clearly defined concepts remains a challenge, particularly against the background of the principle of legal certainty. This raises the question to which extent the content of these references is determined and whether it is possible to identify an ethical spirit of EU law. Answering that question, in turn, entails addressing the following questions: In references to ethics concerning EU law, can we identify references to a particular theory of practical philosophy at all; and, if so, to one or more normative ethical theories (deontology, consequentialism, or virtue ethics)? Further, should these non-legal concepts be imported in an unaltered way (“absolute approach”), or be adapted to the legal context (“relative approach”)? This book explores the different layers of EU law (primary law, agreements, secondary law, and tertiary law), including the role of ethics in EU lawmaking and in EU case law, as well as the implementation of relevant EU directives in selected Member States. In addition to the above-mentioned normative philosophical lens, the book also analyzes the findings from the legal lens of EU integration, i.e., especially EU values, human rights and the cornerstone of human dignity.

Publicity, it is argued, forces actors to switch from market-style bargaining to a behaviour more appropriate for the political sphere, where the proper way of reaching agreement is by convincing others using public-spirited arguments. Daniel Naurin has conducted the first comprehensive analysis and test of the theory of publicity's civilising effect. The theory is tested on business lobbyists - presumably the most market-oriented actors in politics - acting on different arenas characterised by varying degrees of transparency and publicity. Innovative scenario-interviews with lobbying consultants in Brussels and in Stockholm are compared and contrasted with a unique sample of previously confidential lobbying letters. The results are both disappointing and encouraging to deliberative democratic theorists. While the positive force of publicity seems to be overrated, it is found that even behind closed doors business lobbyists must adapt to the norms of the forum.

The world's top political leaders have understood AI's disruptive potential and are rushing to secure a competitive advantage in this crucial emerging domain, even at the price of reviving old-fashioned industrial policy. At the same time, academia and civil society are calling for widely shared ethical principles to avoid negative repercussions. In this fast-changing context, Europe is struggling to keep pace with superpowers like the United States and China. This report summarises the work of the CEPS Task Force on Artificial Intelligence, which met throughout 2018. Arguing that the EU and its member states are uniquely positioned to lead the global community towards responsible, sustainable AI development, its members call upon European leaders to focus on leveraging AI's potential to foster sustainable development in line with the 2030 Agenda. The report puts forward 44 recommendations on how to design and promote lawful, responsible and sustainable AI and how to approach future policy and investment decisions with the aim of positioning Europe in the driver's seat to address the most disruptive technology transition of our times.
