Book excerpt: This note aims to document Andhra Pradesh's experience in reforming its State Level Public Enterprises (SLPE's) since the last seven years and the main issues going forward. The note is organized in seven sections. Section one discusses the backdrop of state-wide reforms, in particular public enterprise reforms, undertaken by the state of Andhra Pradesh in late nineties. This section lays the rationale and importance of the reform program in the light of deteriorating performance of PEs in the state. Section two discusses the approach taken by the government, the key element of which was 'carrying all stakeholders along'. The next section discusses the design of the program: a phased approach with all the essential building blocks like the legal and institutional structures, a social safety net program, a good communications strategy and factoring in environmental issues through audits upfront. Section four and five discuss the implementation arrangements and the definitions of reforms respectively. Section six documents the achievements and progress of the program under phase one and two in the last seven years. Section seven discusses the implementation issues; challenges faced during various stages of the program and the government's response to the same. The last section concludes with a review of key challenges going forward.

Book excerpt: The study of the political economy of development in India is significant as India has emerged as one of the fastest-growing countries during the last three decades and the rate of economic growth and poverty reduction have not been matched in India’s subnational states. Although the Union Government has introduced and implemented several economic reforms since 1991 to enhance the economic development, the results of implantation have varied. Governance and Development in India compares two Indian subnational states, Andhra Pradesh and Bihar. The book does not consider the state as an aggregate entity; rather, it disaggregates the state relationally and spatially. Concentrating on the micro-institutional variables and the role of regional elites, the author investigates the political roots of the divergence of development trajectories among India’s subnational states since liberalization, as an essential aspect of the political economy of development in India. The book explores the black box of the multi-layered state of India and interactions among the Central Government, the states, regional leaders and other stakeholders and explains why the regional leaders have pursued divergent economic strategies using the analytical narrative research method and the subnational comparative research method. Firmly based on the theoretical foundations of the neo-institutional rational choice model of governance, polycentric hierarchy theory and the strategies for regional elite strategy analysis, combined with empirical research, this book is a valuable contribution to the fields of comparative political economy, state politics in India, governance and development in developing countries, and South Asian comparative politics.

Such reform is required to reduce poverty through faster agricultural growth and to promote more sustainable use of natural resources while ensuring food security. Subsidy policies that promote the use of fertilizer and of electricity for groundwater irrigation are in particular need of reform. While subsidies for these two inputs played a crucial role in achieving India's Green Revolution, they have been criticized during the past decade for benefitting large-scale farmers more than smallholders, placing a fiscal burden on the state, and having negative environmental effects. By analyzing the evolution of these input subsidy policies and examining the political processes involved in efforts to reform them, this study throws new light on the factors that have so far prevented a move toward more pro-poor and environmentally sustainable agricultural input policies in India. The authors show that electoral politics, institutional factors, and policy paradigms or belief systems all play an important role in blocking reform. They identify several policy reform options as well as political strategies that can overcome past obstacles to reform. Community-based policy solutions, new coalitions for policy reform, fresh approaches to the policy debate, innovative and consensus-oriented forms of deliberation, and effective use of research-based knowledge can all make positive contributions to Indian policy reform. The analyses and proposals presented in this study will be a valuable resource for policymakers and stakeholders concerned with the politics of agricultural development.
