The first objective is to highlight the reasons for government regulation on business management in Nigeria. Then, the study examines the role of government regulation in the development of business management in Nigeria and it analyzes the strategies used by government in regulating business management in Nigeria. The last objective is to examine the effects of government regulation on business management in Nigeria. A government formulates many rules and regulations that guide businesses. Businesses will normally change the way they operate according to the influence these rules and regulations have on the competitiveness and profitability of businesses. Business owners must comply with the regulations established by Federal, State and Local Government. Small business is facing many challenges nowadays, none of which are more forbidding than a burden. Federal government regulations and mandates threaten investment and stifle job growths. When the government imposes regulations on small businesses that drive up the cost of doing business, it’s like imposing a tax. A tax is a compulsory contribution to the state revenue which the government determines according to the workers’ income and business profit and which is also added to the cost of some goods, services and transactions. A government can implement a policy that can change the social behavior in the business environment. For instance, the existence of the Nigeria Breweries Plc operation under the company law regulating the activities of business enterprises is due to the fact that the following itemized law acts have been regulating the activities of this company with the motive of enhancing the social, political and economic growth and development of the country. Some of the agencies responsible for business regulations are the Standard Organization of Nigeria (SON), the Anti-Counterfeiting Collaboration (ACC), the Music Regulation of Nigeria (MRN) etc. Therefore, it is clear that the role of a government is to protect and represent the interest of the society and the citizenry in which business operates. It can be further said that a government through regulations protects consumers from abuse and ensures efficiency in the use of resources and promotes equitable distribution of income.

For this purpose, privatization is defined as a transfer of ownership and control from the public to the private sector, with particular reference to asset sales. It is therefore equated with total or partial denationalization. Economic efficiency is not only the key to improving the performance of the public enterprise sector, but is also the source of other gains often attributed to privatization, in particular, its favorable budgetary impact. To public enterprises that are subject to national or international competition, privatization offers the possibility of increased productive efficiency as government financial backing is withdrawn and bankruptcy and takeover become possibilities. The admissibility and desirability of privatization, as well as what types of enterprise should be privatized, ought to be determined by similar considerations in both industrial and developing countries.

The main prop was the fostering and harnessing of economic potentials, balancing and control of strategic and social interest of the country, full employment as well as generation of revenue for the development of infrastructure. With the exception of some episodic successes recorded at inception, structural legacy of public enterprises and their corresponding impact on the Nigerian economy have been burdensome. This research was therefore inspired by the need to critically evaluate the factors leading to the dismal performance of public enterprises using the Cross River Newspaper Corporation as a case study. A sample of 360 persons was used for the study. The data for this study was generated from a well structured questionnaire which was administered on the sample. Research hypotheses were tested using Parsons Correlation Coefficient method. The result of the analyses revealed a positive correlation between the dependent and independent variables. Accordingly, the four Null Hypotheses were rejected. Recommendations were made in line with the findings.

Book excerpt: This paper assesses the extent of involvement in public sector enterprises by the federal government of Nigeria prior to the privatization and commercialisation in 1986. The population which was also the sample of the study is all the public sector enterprises in Nigeria from independence to 2008. The results of the study reveal that there is lack of uniformity in the definition of public enterprises between experts and those public enterprises in Nigeria lack proper accounting and financial statement. It has also been discovered by experts that, the best way out was for government to privatise. Based on the findings, the study recommended that government should either invest only for the overall benefit of the entire citizen or privatise and thereby put the privatized finances into productive use of all. Finally, the condition of the privatized Industries should be the major yardstick for measuring the success of the scheme.
