Receiving foreign academics is one way of influencing foreign elites in an attempt to build goodwill and stable international networks. The result is that academic mobility and the internationalization of higher education and research have always been directly affected by foreign policy decisions and diplomatic considerations — and still are. In Public Diplomacy and Academic Mobility in Sweden, Andreas Åkerlund analyses Sweden’s scholarship programs for foreign academics in a long-term perspective. Here a quantitative analysis of scholarship holders is related to Swedish exchange policy and grant practices by looking at the Swedish Institute in particular. The result is an account of how public diplomacy, foreign policy, development assistance, and the ideas of a knowledge-based economy and international competition affected academic exchanges with Sweden in the twentieth century.

In its empirical parts, it focuses on archives drawn from the Finnish Ministry of Foreign Affairs and the Ministry of Education in order to explain Finlands cultural diplomacy as the result of the countrys foreign policy orientations, interactions between domestic and foreign policy, and the expansion of state activities in the artistic, educational, and cultural sectors. Various reflections and reports on foreign cultural relations highlight the role of identity concerns, cultural relations, geopolitics and economic imperatives in the development of a specifically Finnish cultural diplomacy. Furthermore, the book focuses on specific aspects and events, considering for instance the organization and evolutions of Finlands cultural relations with the USSR, the role of cultural treaties, academic exchanges and scientific cooperation, "cultural exports" and the marketization of culture, overlaps between cultural relations and high politics. Louis Clerc is Professor in Contemporary History in the Department of Contemporary History, Philosophy and Political Science at the University of Turku, Finland. His current research projects deal with the history of public and cultural diplomacy and the study of diplomatic relations.

Book excerpt: This thesis considers three major projects of Swedish public diplomacy in Paris: the Pavillon suédois at the International Exposition of 1937, the Centre culturel suédois opening in 1971, and the blockbuster exhibition Le Soleil et l'Étoile du Nord in 1994. Situated at decisive moments in 20th century history, they represent entry points for a study of the evolution of national imagining and images in Swedish politics. It is the combination of the discursive imaging of Sweden and the production of national material expressions that the title of the thesis, Fabricating Sweden, seeks to grasp. It analyses border-crossing image circulations between France and Sweden, the role of actors and debates in the constitution of the projects, and the material production of the projects. The history of the circulations shows how images of Swedish exceptionalism have been constructed, contested and politicised in Sweden and France. The history of the actors reveals how the projects reflected changing constellations in Swedish public diplomacy, expressing diverging views on what constituted the nation, how to best represent it, and what purpose it should serve. The history of the productions explores how the projects were articulated as answers that sought to correct the dominating image discourses by displaying cultural commonality and mutual modernity. This multi-layered history of how Sweden was fabricated for French publics thus shows how, at the intersection between foreign images and national imaginings, the image of Sweden was renegotiated in processes where material expressions of Swedishness were entangled with key political debates about interpretations of Swedish modernity.
