Attached to the research report is a prototype public communications plan prepared for designated test-bed areas in Colorado, including: a state plan, a risk area plan (El Paso County-Colorado Springs), and a host area plan (Fremont County). Also included is a Planning Guide to assist other governmental organizations in developing their own plans. CRP plans are to be considered as addenda to Emergency Operations Plans. The content of the public information to be communicated is not included in this report. (Author).
