Taking an international law perspective, it primarily deals with two questions: first, whether international law requires States to take an independent stance on human rights issues; second, whether international law encourages States to inform and mobilise public opinion with regard to core human rights standards. The discussion is mainly organised within the framework of the UN system. The work is particularly relevant to situations in which public opinion appears as discriminatory attitudes based on race, gender, age, health, sexual orientation and other factors. It is also pertinent to circumstances in which public opinion is responsible for the existence of certain harmful customs and practices such as female genital mutilation and capital punishment. Noting that the death penalty is increasingly recognised as an infringement of human rights, this study further challenges States’ argument that capital punishment cannot be abolished because of public opinion. The book also discusses the role that education bears under international law in moulding favourable attitudes towards human rights. Finally, the book challenges States’ acceptance that public opinion cannot be confronted in this respect.

Lt is an examination of the way in which these provisions were understood, the degree to which they were accepted, and the underlying attitudes toward poverty that are presumed to be associated with them. The basic data analyzed in this study were obtained in nationwide public opinion surveys that have been taken by a variety of agencies since 1935, notably those conducted by the American Institute of Public Opinion (the Gallup poll), Elmo Roper (principally for Fortune Magazine), the National Opinion Research Center (now affiliated with the University of Chicago), and the Survey Research Center of the University of Michigan. This study was undertaken in the conviction that whatever information is available on these matters ought to be retrieved and assimilated, because inevitably it will improve our understanding of the process by which a free, competitive society can solve the paradox of poverty amid abundance.

Through extensive interviews with members of the policy community, the authors reveal a pervasive belief—especially in Congress—that, in the wake of the cold war, the public is showing a new isolationism: opposition to foreign aid, hostility to the United Nations, and aversion to contributing U.S. troops to peacekeeping operations. This view of the public has in turn had a significant impact on U.S. foreign policy. However, through a comprehensive review of polling data, as well as focus groups, the authors show that all these beliefs about the public are myths. The public does complain that the United States is playing the role of dominant world leader more than it should, but this does not lead to a desire to withdraw. Instead people prefer to share responsibility with other nations, particularly through the UN. The authors offer explanations of how such a misperception can occur and suggest ways to improve communication between the public and policymakers, including better presentation of polling data and more attention by practitioners to a wider public.
