Available in PDF, EPUB and Kindle. Book excerpt: This reference book is primarily a procedural work which examines the many forms, customs, and practices which have been developed and established for the House of Commons since Confederation in 1867. It provides a distinctive Canadian perspective in describing procedure in the House up to the end of the first session of the 36th Parliament in Sept. 1999. The material is presented with full commentary on the historical circumstances which have shaped the current approach to parliamentary business. Chapters of the book cover the following: parliamentary institutions; parliaments and ministries; privileges and immunities; the House and its Members; parliamentary procedure; the physical & administrative setting; the Speaker & other presiding officers; the parliamentary cycle; sittings of the House; the daily program; oral & written questions; the process of debate; rules of order & decorum; the curtailment of debate; special debates; the legislative process; delegated legislation; financial procedures; committees of the whole House; committees; private Members' business; public petitions; private bills practice; and the parliamentary record. Book Parliamentary Accountability

Download or read book Parliamentary Accountability written by Philip Giddings and published by Springer. This book was released on 2016-07-27 with total page 261 pages. Available in PDF, EPUB and Kindle. Book excerpt: Written by members of the Study of Parliament Group, this book assesses Parliament's response to the reorganisation of much of the civil service into 'executive agencies'. Chief executives have been given freedom to take operational decisions. Yet Ministers insist that they themselves remain constitutionally responsible for the work of the agencies. After reviewing Parliament's mechanisms and considering several case-studies, the authors conclude that Parliament has yet to exploit fully the opportunities for greater accountability which the new arrangements provide.

Book House of Commons Committee of Public Accounts Charges for Customer Telephone Lines HC 617

Download or read book House of Commons Committee of Public Accounts Charges for Customer Telephone Lines HC 617 written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2013-11-11 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Telephone services are a vital part of government support, accounting for 43% of all customer contacts. But departments are continuing to make extensive use of higher rate phone numbers for customer telephone lines despite the fact that many people are put off calling as a result. The most vulnerable callers, on the lowest incomes, face some of the highest charges. Costs to callers are even higher because the caller has to endure long waiting times and poor customer service. In the face of this evidence we welcome the Cabinet Office's acknowledgement that it was "inappropriate" for vulnerable citizens to pay a substantial charge to access public services and its commitment to establish best practice in this field and ensure it is followed across government

  • Publisher : The Stationery Office
  • Release : 2013-02-15
  • ISBN : 9780215054067
  • Pages : 46 pages

Download or read book HM Treasury written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2013-02-15 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Treasury acts as both the finance ministry and economic ministry but it appears to neglect its role as finance ministry. Its own accounts are impenetrable and there are many instances of poor decision making by departments, which the Treasury could and should have prevented. While staff turnover fell in 2011-12, it is still very high. Furthermore, the Treasury remains committed to cutting its headcount by a third and there are still very few women at senior levels. The support provided to banks in the last crisis helped prevent the banking system from collapse. The Treasury has successfully withdrawn nearly all of the taxpayer guarantees to banks but the taxpayer still owns some £66 billion of shares in RBS and Lloyds, a sum which is yet to be recovered. The Treasury has not convinced that it understands either the risks it has taken on by indemnifying the Bank of England against losses on Quantitative Easing or the expected economic benefits. Some £375 billion has so far been injected into the economy as an 'experiment' but the Department could not explain what the effect has been on the whole economy or on different parts of society. The National Loans Guarantee Scheme achieved just 15 per cent of its intended take-up and has now been superseded by a more generous Bank of England scheme. The Treasury needs to be clear what it wants this Bank of England scheme to achieve, and how it intends to monitor it.

Book Rethinking Public Accounting

Download or read book Rethinking Public Accounting written by S.K. Das and published by Oxford University Press. This book was released on 2008-06-25 with total page 339 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume argues for reforms in India's public spending and accounting systems. According to the author, it will help set performance standards and provide reliable information to monitor government expenditure. Critically analysing the cash accounting system, he shows that it is inadequate to respond to the requirements of public accounting. Comparative in nature, the book explores the lessons learnt from cutting-edge accounting practices in the UK, New Zealand, Australia, and Sweden, and draws out and prescribes methods for India.
