Book excerpt: First published in 1980, Socialism, Social Welfare and the Soviet Union examines the views of Marx, Engels and Lenin on what constitutes a socialist form of provision of social security, income, education, health and housing. The authors discuss the implementation of these ideas in the Soviet Union since the 1917 Revolution in the context of economic and political development, and describe the social services in the Soviet Union, assessing the extent to which the original ideas have been matched by reality. They also briefly survey the views of several East European academic writers on social policy, outlining some distinctive features of social policy in the Eastern bloc. The authors’ general conclusion is that the Soviet Union has made great progress in social policy provision; from their research and from their visits in the course of writing this book, they show that the social services of the Soviet Union are as good as and, in some ways, more comprehensive than those of Western Europe. Equally important is their conclusion that a society in which the means of production and distribution are nationalised, and which makes a full provision of social services is not necessarily a socialist society. Daniel Beer argues that in the late Imperial years liberal psychiatrists, psychologists, and criminologists grappled with an intractable dilemma. They sought to renovate Russia, to forge a modern enlightened society governed by the rule of law, but they feared the backwardness, irrationality, and violent potential of the Russian masses. Situating their studies of degeneration, crime, mental illness, and crowd psychology in a pan-European context, Beer shows how liberals' fears of societal catastrophe were only heightened by the effects of industrial modernization and the rise of mass politics. In the wake of the orgy of violence that swept the Empire in the 1905 Revolution, these intellectual elites increasingly put their faith in coercive programs of scientific social engineering. Their theories survived liberalism's political defeat in 1917 and meshed with the Bolsheviks' radical project for social transformation. They came to sanction the application of violent transformative measures against entire classes, culminating in the waves of state repression that accompanied forced industrialization and collectivization. Renovating Russia thus offers a powerful revisionist challenge to established views of the fate of liberalism in the Russian Revolution.

While the historical roots of psychology have not changed since the first edition of this book, some of the offshoots of the various theories and systems discussed have been crit ically reexamined and have undergone far-reaching modifications. New and bold research has led to a broadening of perspectives, and recent devel opments in several areas required a considerable amount of rewriting. I have been fortunate in the last fifteen years to have worked with about 2,000 psychologists and other behavioral scientists who contributed to several collected volumes I have edited. As the editor-in-chief of the In ternational Encyclopedia of Psychiatry, Psychology, Psychoanalysis and Neurol ogy, I have had the privilege of reading, scrutinizing, and editing the work of 1,500 experts in psychology and related disciplines. In addition, I have written several books and monographs and over one hundred scientific papers. Armed with all that experience, I have carefully examined the pages of the first edition. Chapter 8 required substantial rewriting and several new sections have been added to other chapters: "Current Soviet Psychol ogy" (Chapter 2, Section 7); "New Ideas on Purposivism" (Chapter 5, Sec tion 4); "Recent Developments in the Sociological School of Psychoanalysis" (Chapter 9, Section 4); and "Present Status of Gestalt Psychology" (Chapter 12, Section 4). Alexander Podrabinek wrote this account after working as a medical assistant and pursued his research while undergoing police harrassment. He has since been arrested and is in exile in Russia. The manuscript was smuggled out, translated, and published in this country. Podrabinek recounts the historical absence of a civil liberties tradition in Russia, asserting that compulsory psychiatric treatment was not needed in Czarist or early Communist times as liquidation was more efficient. Nonetheless, shortly after the revolution of 1917, punitive hospitalizations began, and a network of "special psychiatric hospitals" developed to confine thousands of dissidents and "socially dangerous individuals." Punitive Medicine contains many quotations from former inmates or "patient-prisoners," photographs of hospitals and ex-inmates, and also pictures"--
