La estrategia competitiva como factor que permite focalizar los esfuerzos y los recursos principales de la empresa en el sentido deseado, los retos de desarrollo, así como los objetivos estratégicos, estructurados de forma integrada y coherente, y su conversión en factores controlables y planes de acción, interrelacionados horizontalmente, que incluyen metas susceptibles de evaluación, acciones o acontecimientos a realizar, tiempos en los que se van a llevar a cabo, recursos que se van a emplear, personas que los van a realizar y actividades que dejarán de hacer para poder emplear sus recursos.
