Book excerpt: This edited volume describes the spatial diffusion of knowledge and innovation using a large dataset at the regional level, and presents scientific evidence on the role of knowledge and innovation on regional development. The empirical results support a new design for innovation policies at the regional level, which could help the European Union to achieve the targets set up in its 2020 Agenda. Today, financial capital, general information, consolidated technologies and codified knowledge are readily available virtually everywhere. However, the ability to organize these ‘pervasive’ factors into continuously innovative production processes and products is by no means pervasive and generalized; rather, it exists selectively only in some places where tacit knowledge is continuously created, exchanged and utilized and business ideas find their way to real markets. Territorial Patterns of Innovation provides evidence that, contrary to popular belief, local knowledge intensity does not necessarily guarantee higher innovation performance. Moreover, the book shows that the growth benefits deriving from innovation do not necessarily match the strength of the formal local knowledge base, and that regions innovating in the absence of a strong local knowledge base can be as successful as more knowledge-intensive regions in turning innovation into a higher growth rate. Together, the contributions in this book offer a new understanding of the relationship between knowledge, innovation and regional performance by delving beyond generally held beliefs. It will be of value to regional scientists, industrial economists and policymakers.

The book argues that a key both to peace and to war lies in understanding the role territory plays as a source of conflict and inter-group violence. Of all the issues that spark conflict, territorial disputes have the highest probability of escalating to war. War, however, is hardly inevitable; much depends on how territorial issues are handled. More importantly, settling territorial disputes and establishing mutually recognized boundaries can produce long periods of peace between neighbors, even if other salient issues arise. While territory is not the only cause of war and wars arise from other issues, territory is one of the main causes of war, and learning how to manage it, can, in principle, eliminate an entire class of wars. This book will be of great interest to all students of war and conflict studies, causes of war and peace, international security and strategic studies. John A. Vasquez is Thomas B. It devotes considerable time to identifying the common causes and consequences of conflict hot spots across many regions globally, offering a theoretical and empirical contribution to the emerging literature on the spatiality of conflict processes. Rather than merely controlling for spatial dependence between episodes of conflict, the book incorporates this spatial dependence within a series of models of conflict behaviours and is, therefore, able to directly model the process of conflict diffusion.

They cooperate and compete at the same time, but if competition deteriorates into military conflict, the entire world has much to lose. The Perils of Proximity evaluates the chances of armed conflict between China and Japan, presenting in stark relief the dangers it would pose and revealing the steps that could head off such a disastrous turn of events. Richard Bush focuses his on the problematic East China Sea region. Although Japan’s military capabilities are more considerable than some in the West realize, its defense budget has remained basically flat in recent years. Meanwhile, Chinese military expenditures have grown by double digits annually. Moreover, that the emphasis of China’s military modernization is on power projection—the ability of its air and naval forces to stretch their reach to the east, thus encroaching on its island neighbor. Tokyo regards the growth of Chinese power and its focus on the East China Sea with deep anxiety. How should they respond? The balance of power is changing, and Japan must account for that uncomfortable fact in crafting its strategy. It is incumbent on China, Japan, and the United States to take steps to reduce the odds of clash and conflict in the East China Sea, and veteran Asia analyst Bush presents recommendations to that end. The steps he suggests won’t be easy, and effective political leadership will be absolutely critical. If implemented fully and correctly, however, they have the potential of reducing the perils of proximity in Asia.
