Book excerpt: This History has its origin in a suggestion, made in September 1990 by former IAU General Secretary Derek McNally, who felt "that a 75 year history of the Union was needed before the col lective memory of those who knew the Union before the Second World War vanished. It would then be a preparatory volume to a centennial history in 2019. " Indeed, of those who knew the Union that long ago, few are still with us. Six years ago, at Baltimore on August 2, 1988, listening and reminiscing at the Inaugural Ceremonies of the Union's 20th General Assembly, I realized that it was almost exactly half a century ago that, at the age of 24, I attended the Inaugurations at my "first" Assembly: on August 3, 1938 in Stockholm. Now, in 1994, this is almost 56 years ago, three quarters of the Union's age. Only vague recollections - no better than that -lead me back to this event, just before World War II. And so, this is not a history based on recollection, far from it. Recollection was helpful in that it allowed me, better perhaps than a younger author, to appreciate circumstances under which the letters and reports which form the basis for this History were written. The account is largely based on archival documents, collected from a wide variety of sources.

Book excerpt: Founded in 1919 under the Treaty of Versailles as part of the League of Nations’ system, the ILO is still today the main organization responsible for the international organization of work and the improvement of working conditions in the world. Widely recognized for its efforts in building international labour standards, the ILO remains little studied by development specialists and historians. This book intends to fill this gap and traces the history of international development and its early pioneers, through an analysis of the activities of the International Labour Office, the Secretariat of the International Labour Organization, between 1930 and 1946. In this book, development is used as a key to questioning the ILO's place and function in the expanding inter-war world. The development practices and discourses that emerged in the 1930s were mainly intended to support the ILO's universalization strategy, which was made necessary by the events that shook Europe at the time. Development discourses and practices were also part of the "esprit du temps", as they were closely linked to the affirmation of the planist and rationalist ideas of the 1930s. However, development for the ILO was not reduced to a project of economic modernization, but was seen as a tool for social engineering, as evidenced by the ILO's missions of technical assistance, organized since 1930. The analysis of the expertise work makes it possible to highlight the logics that prevailed in technical assistance, which was more in line with institutional objectives, than with the dissemination of a genuine expertise. This book therefore hopes to bring new insight on the history of internationalism, and international organizations during the inter-war period and the Second World War, as well as on the role of the ILO in the history of international development thinking and practices.

Born in 1900, Raphael Lemkin, devoted most of his life to a single goal: making the world understand and recognize a crime so horrific that there was not even a word for it. Lemkin took a step toward his goal in 1944 when he coined the word "genocide" which means the destruction of a nation or an ethnic group. He said he had created the word by combining the ancient Greek word "genos" (race, tribe) and the Latin "cide" (killing). In 1948, three years after the concentration camps of World War ii had been closed forever, the newly formed United Nations used this new word in a treaty that was intended to prevent any future genocides. Lemkin died a decade later. He had lived long enough to see his word widely accepted and also to see the United Nations treaty, called the Convention on the Prevention and Punishment of the Crime of Genocide adopted by many nations. But, sadly, recent history reminds everyone that laws and treaties are not enough to prevent genocide. Individual sections contain footnotes.

This study begins at the end of the Napoleonic Wars, when dealers began their wholesale importations of historical objects; it closes during the 1850s, after which the trade became increasingly specialised, reflecting the rise of historical museums such as the South Kensington Museum (V&A).
