At a time when ethnic and religious conflict has gained global prominence, the territorial organization of states is a critical area of study. Exploring how multi-ethnic and geographically dispersed states grapple with questions of territorial administration and change, this book argues that territorial change is a result of ongoing negotiations between states and societies where mutual and overlapping interests can often emerge. It focuses on the changing dynamics of central-local relations in Indonesia. Since the fall of Suharto’s New Order government, new provinces have been sprouting up throughout the Indonesian archipelago. After decades of stability, this sudden change in Indonesia’s territorial structure is puzzling. The author analyses this "provincial proliferation", which is driven by multilevel alliances across different territorial administrative levels, or territorial coalitions. He demonstrates that national level institutional changes including decentralization and democratization explain the timing of the phenomenon. Variations also occur based on historical, cultural, and political contexts at the regional level. The concept of territorial coalitions challenges the dichotomy between centre and periphery that is common in other studies of central-local relations. This book will be of interest to scholars in the fields of comparative politics, political geography, history and Asian and Southeast Asian politics.

Book excerpt: Originally published in 1983, this book presents both the technical and political information necessary to evaluate the emerging threat to world security posed by recent advances in uranium enrichment technology. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.

Book excerpt: This report evaluates the observance of standards and codes on Financial Action Task Force recommendations for anti–money laundering and combating the financing of terrorism (AML/CFT) in Canada. The findings reveal that the Canadian authorities have a good understanding of most of Canada’s money laundering and terrorism financing risks. AML/CFT cooperation and coordination are generally good at the policy and operational levels. All high-risk areas are covered by AML/CFT measures, except legal counsel, legal firms, and Quebec notaries. This constitutes a significant loophole in Canada’s AML/CFT framework. Law enforcement results are not commensurate with the money-laundering risk, and asset recovery is low.

Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.

The reality is a more complicated story. That is the strength of this outstanding new book written by two young Polish scholars specializing in Canadian affairs. They have put together an impressively researched monograph that combines a detailed analysis outlining a rather basic premise: The world has changed dramatically since 1989 - and Canada has changed with it. In this well argued narrative they argue that in recent years Canada's foreign policy has becomeone primarily based on interests rather than the promotion of "untainted altruism" or stereotypical "Canadian values." They argue that since 1989 Canadian foreign policy has moved from the more modest aims of a "middle-power" to a more self-assertive role of a "selective power" pursuing more narrowly chosen priorities - and often based on "simple profit and loss calculations" that have clashed with Canada's traditional favorable image in the world - even if few outside of Canada seemed to notice.

In Shaping the Metropolis Zack Taylor compares the historical development of American and Canadian urban governance, both at the national level and through specific metropolitan case studies. Examining Minneapolis–St Paul and Portland, Oregon, in the United States, and Toronto and Vancouver in Canada, Taylor shows how differences in the structure of governing institutions in American states and Canadian provinces cumulatively produced different forms of urban governance. Arguing that since the nineteenth century American state governments have responded less effectively to rapid urban growth than Canadian provinces, he shows that the concentration of authority in Canadian provincial governments enabled the rapid adoption of coherent urban policies after the Second World War, while dispersed authority in American state governments fostered indecision and catered to parochial interests. Most contemporary policy problems and their solutions are to be found in cities. Shaping the Metropolis shows that urban governance encompasses far more than local government, and that states and provinces have always played a central role in responding to urban policy challenges and will continue to do so in the future.
