Book GIVEN ITS ROLE THE HALIFAX WATERSHED ADVISORY BOARD S ABILITY TO INFLUENCE WATER RESOURCE PROTECTION

Download or read book GIVEN ITS ROLE THE HALIFAX WATERSHED ADVISORY BOARD S ABILITY TO INFLUENCE WATER RESOURCE PROTECTION written by Anna Mccarron and published by . This book was released on 2017 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Stakeholders engaged in land use planning and development in Halifax County and in Halifax Regional Municipality (HRM) have recognized Waters Advisory Boards (W ABs) for their expertise in water resource protection for over 35 years. During this time, W ABs have played a significant role in providing informal advice to land use planning and development stakeholders, and formal advice to municipal government units, about implementing ecologically responsible land use practices designed to protect HRM water resources. Despite these efforts, water resources continue to be degraded as a result of non-ecologically responsible land use practices. The Halifax Watershed Advisory Board (HWAB) has been formally designated, through a "Motion in Council'', to provide advice to HRM about how to protect water resources with respect to land use planning and development activities under its jurisdiction defined by its Terms of Reference. Given the role of the Halifax Watershed Advisory Board (HWAB), this case study found that the HW AB's ability to influence water resource protection through the land use planning and development activity review process is constrained. Factors contributing to the HW AB's ability to influence were identified through the results of the quantitative and qualitative analyses of data collected through direct observations, documentation and policy review, archival records, and surveys and interviews with land use planning and development stakeholders. The findings were analysed based on what the literature describes as an influential natural resource advisory group process. Recommendations were made on how the HW AB could have more influence on land use planning and development activities to protect water resources in HRM.

Book Local Governance in Transition

Download or read book Local Governance in Transition written by Mary Louise McAllister and published by UBC Press. This book was released on 2024-08-01 with total page 298 pages. Available in PDF, EPUB and Kindle. Book excerpt: The early 2020s unleashed a perfect storm on governments worldwide. Logistical challenges never before anticipated left some communities flailing while others thrived. Epidemics, natural disasters, and economic collapses inspired innovation and creativity in many resourceful civic teams. In Local Governance in Transition, Mary Louise McAllister argues that communities wanting to thrive tomorrow must reimagine local governance today. She begins with an overview of how government evolved in Canada, then examines how interdisciplinary initiatives and policies can nudge cities toward a more sustainable future. From coast to coast to coast, environmental change brings existential challenges for Canadian communities. Global awareness and collaboration are key in finding creative solutions for local governance and sustainability. Local Governance in Transition examines systems thinking, environmental studies, and the mechanics of government. Through the adoption of collaborative urban planning and policymaking, and adaptive learning systems, those working in local governance can foster healthier, more resilient communities. This text is for students, leaders, civil servants, and anyone working toward sustainable cities.

[...] Generally consistent means that development plan by-laws will embody the principles of sound land use planning as expressed in The Policies, and the goals, plans and policies contained in development plan by-laws will reflect the spirit and intent of The Policies. Book Public Interest Private Property

Download or read book Public Interest Private Property written by Anneke Smit and published by UBC Press. This book was released on 2015-12-15 with total page 335 pages. Available in PDF, EPUB and Kindle. Book excerpt: At a time when pollution, urban sprawl, and condo booms are leading municipal governments to adopt prescriptive laws and regulations, this book lays the groundwork for a more informed debate between those trying to preserve private property rights and those trying to assert public interests. Rather than asking whether community interests should prevail over the rights of private property owners, Public Interest, Private Property delves into the heart of the argument to ask key questions. Under what conditions should public interests take precedence? And when they do, in what manner should they be limited? Drawing on case studies from across Canada, the contributors examine the tensions surrounding expropriation, smart growth, tree bylaws, green development, and municipal water provision. They also explore frustrations arising from the perceived loss of procedural rights in urban-planning decision making, the absence of a clear definition of “public interest,” and the ambiguity surrounding the controls property owners have within a public-planning system.
