Estimates suggest that complete liberalization of internal trade in goods can increase GDP per capita by about 4 percent and reallocate employment towards provinces that experience large productivity gains from trade. The positive impact highlights the need for federal, provincial and territorial governments to work together to reduce internal trade barriers. There is significant scope to build on the new Canadian Free Trade Agreement to more explicitly identify key trade restrictions, resolve differences, and agree on cooperative solutions.

But trade between the provinces is harder than with foreign countries. We trouble our own house with an amazing variety of barriers: professionals and tradespeople cannot move freely and practice where they wish, regulation makes it hard for investments to flow to where they are most needed, provincial governments give contracts to local firms even though out-of-province firms can do the job at a lower cost, Ottawa pays the most generous UI to regions with the highest unemployment and thereby encourages people to stay in parts of the country with little promise. The effects of such barriers on the economy are difficult to measure, which may be the reason that little has been done about them. But Canadians cannot afford to ignore their costs. The European Community is very close to the goal of ensuring free trade among its members. Unless we unlock our potential we may fall behind other countries and communities that have recognized the importance of internal as well as external free trade.

Book excerpt: Abstract: While barriers to trade in most goods and some services including capital flows have been reduced considerably over the past two decades, many remain. Such policies harm most the economies imposing them, but the worst of the merchandise barriers (in agriculture and textiles) are particularly harmful to the world's poorest people, as are barriers to worker migration across borders. This paper focuses on how costly those anti-poor trade policies are, and examines possible strategies to reduce remaining distortions. Two opportunities in particular are addressed: completing the Doha Development Agenda process at the World Trade Organization (WTO), and freeing up the international movement of workers. A review of the economic benefits and adjustment costs associated with these opportunities provides the foundation to undertake benefit/cost analysis required to rank this set of opportunities against those aimed at addressing the world's other key challenges as part of the Copenhagen Consensus project. The paper concludes with key caveats and suggests that taking up these opportunities could generate huge social benefit/cost ratios that are considerably higher than the direct economic ones quantified in this study, even without factoring in their contribution to alleviating several of the other challenges identified by that project, including malnutrition, disease, poor education and air pollution.

Many of the debates of the past focused on challenges that continue to this day - especially the need to continually adapt to changes in fiscal balance that result from evolving circumstances and the changes in the roles and responsibilities of governments that accompany them. In addition, new issues have arisen in recent years, including how to deal with substantial unplanned federal surpluses and the challenges facing municipalities. This document sets out four major sets of concerns that are the focus of the current debate and the Government's approach for following through on the commitment made to address concerns over the fiscal imbalance. Ch. 2 describes how large, unplanned federal surpluses have given rise to concerns that federal budgeting has not been sufficiently tranparents. Ch. 3 describes how federal government has undertaken significant new spending initiatives in areas of provincial responsibility, leading to concerns about blurred accountability and reduced clarity with respect to roles and responsibilities of each order of government. Ch. 4 described how the federal government cut transfers to provinces and territories in order to get its fiscal house in order in the mid-1990s, and then made significant investments that restored overall transfers. Concerns remain that some tranfers have not yet been put on a principle-based, predictable, long-term track. Ch. 5 describes the need for both orders of government to do more to enhance the efficiency and competitiveness of the economic union.
