Book Cash Incentives and Military Enlistment Attrition and Reenlistment

Download or read book Cash Incentives and Military Enlistment Attrition and Reenlistment written by Beth J. Asch and published by RAND Corporation. This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This monograph provides an empirical analysis of the enlistment, attrition, and reenlistment effects of bonuses, applying statistical models that control for such other factors as recruiting resources, in the case of enlistment and deployments in the case of reenlistment, and demographics. Enlistment and attrition models are estimated for the Army and our reenlistment model approach is twofold. The Army has greatly increased its use of reenlistment bonuses since FY 2004, and we begin by providing an in-depth history of the many changes in its reenlistment bonus program during this decade. We follow this with two independent analyses of the effect of bonuses on Army reenlistment. As we show, the results from the models are consistent, lending credence to the robustness of the estimates. One approach is extended to the Navy, the Marine Corps, and the Air Force, to obtain estimates of the effect of bonuses on reenlistment for all services. We also estimate an enlistment model for the Navy. The estimated models are used to address questions about the cost-effectiveness of bonuses and their effects in offsetting other factors that might adversely affect recruiting and retention, such as changes in the civilian economy and frequent deployments"--P. iii.

Book Immigration and America s Future

Download or read book Immigration and America s Future written by Deborah Waller Meyers and published by Migration Policy Institute and the Bertelsmann Foundation. This book was released on 2006 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: At a time when immigration reform has become a top legislative priority for both the Bush administration and Congress, the Migration Policy Institute (MPI) has convened the Independent Task Force on Immigration and America's Future, a bipartisan panel of leaders and policy experts, to develop information, analysis, and proposals that contribute to broader immigration debates. Partner institutions in the project with MPI are the Manhattan Institute and the Woodrow Wilson International Center for Scholars. This report presents findings and recommendations for sound policy reform in key areas where today's immigration policy and practices are faltering: the unauthorized population, immigration enforcement and national security, labor markets and the legal immigration system, and immigrant integration. The aim of these comprehensive reforms is to ensure that immigrants can continue to make critical contributions to America's success as a nation, while meeting the higher standards of security and service that the American public is demanding.

Book Unlocking the Power of Networks

Download or read book Unlocking the Power of Networks written by Stephen Goldsmith and published by Brookings Institution Press. This book was released on 2009-12-01 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Ash Center for Democratic Governance and Innovation publication The era of strict top-down, stovepiped public management in America is over. The traditional dichotomy between public ownership and privatization is an outdated notion. Public executives have shifted their focus from managing workers and directly providing services to orchestrating networks of public, private, and nonprofit organizations to deliver those services. Unlocking the Power of Networks employs original sector-specific analyses to reveal how networked governance achieves previously unthinkable policy goals. Stephen Goldsmith and Donald F. Kettl head a stellar cast of policy practitioners and scholars exploring the potential, strategies, and best practices of high-performance networks while identifying next-generation issues in public-sector network management. They cover the gamut of public policy issues, including national security, and the book even includes a thought-provoking look at how jihadist terrorists use the principles of network management to pursue their goals. Book excerpt: U.S. and outside assessments of the effort to stabilise Afghanistan are mixed and subject to debate; the Administration notes progress on reconstruction, governance and security in many areas of Afghanistan, particularly the U.S.-led eastern sector of Afghanistan. However, a November 2007 Bush Administration review of U.S. efforts in Afghanistan reportedly concluded that overall progress was inadequate. This mirrors recent outside studies that contain relatively pessimistic assessments, emphasising a growing sense of insecurity in areas previously considered secure, increased numbers of suicide attacks, and increasing aggregate poppy cultivation, as well as increasing divisions within the NATO alliance about the relative share of combat among the nations contributing to the peacekeeping mission. Both the official U.S. as well as outside assessments are increasingly pointing to Pakistan as failing -- either through lack of attention or eliberatestrategy -- to prevent Taliban commanders from operating from Pakistan. To try to gain momentum against the insurgency, the United States is considering new initiatives including adding U.S. troops to the still combat-intense south, possibly assuming U.S. command of the southern sector, and increasing direct U.S. action against Taliban concentrations inside Pakistan. Politically, the Afghan government remains reasonably stable. The post-Taliban transition was completed with the convening of a parliament in December 2005; a new constitution was adopted in January 2004, successful presidential elections were held on October 9, 2004, and parliamentary elections took place on September 18, 2005. The parliament has become an arena for factions that have fought each other for nearly three decades to debate and peacefully resolve differences, as well as a centre of political pressure on President Hamid Karzai. Major regional strongmen have been marginalised. Afghan citizens are enjoying personal freedoms forbidden by the Taliban, and women are participating in economic and political life. Presidential elections are to be held in the fall of 2009, with parliamentary and provincial elections to follow one year later. To help stabilise Afghanistan, the United States and partner countries are deploying a 47,000 troop NATO-led International Security Assistance Force (ISAF) that now commands peacekeeping throughout Afghanistan, including the restive south. Of those, 19,000 of the 31,000 U.S. forces in Afghanistan are part of ISAF. The U.S. and partner forces also run regional enclaves to secure reconstruction (Provincial Reconstruction Teams, PRTs), and are building an Afghan National Army and National Police. The United States has given Afghanistan over $23 billion (appropriated, including FY2008 to date) since the fall of the Taliban, including funds to equip and train Afghan security forces.
