Download or read book The Reliable Replacement Warhead Program Background and Current Developments written by and published by . This book was released on 2009 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most current U.S. nuclear warheads were built in the 1970s and 1980s and are being retained longer than was planned. Yet they deteriorate and must be maintained. To correct problems, a Life Extension Program (LEP), part of a larger Stockpile Stewardship Program (SSP), replaces components. Modifying some components would require a nuclear test, but the United States has observed a test moratorium since 1992. Congress and the Administration prefer to avoid a return to testing, so LEP rebuilds these components as closely as possible to original specifications. With this approach, the Secretaries of Defense and Energy have certified stockpile safety and reliability for the past 12 years without nuclear testing. NNSA argues it will become harder to certify current warheads with LEP because small changes may undermine confidence in warheads, perhaps leading to nuclear testing, whereas new-design replacement warheads created by the RRW program will be easier to certify without testing. Critics believe LEP and SSP can maintain the stockpile indefinitely. They worry that untested RRWs may make testing more likely and question cost savings, given high investment cost. They note that there are no military requirements for new weapons. Others feel that neither LEP nor RRW can provide high confidence over the long term, and would resume testing. Another point of view is that either LEP or RRW will work without nuclear testing. This report provides background and tracks legislation. It will be updated to reflect final FY2010 congressional action on RRW. See also CRS Report RL33748, Nuclear Warheads: The Reliable Replacement Warhead Program and the Life Extension Program, by Jonathan Medalia, which compares these two programs in detail.

Download or read book Management and Mitigation of Acid Mine Drainage in South Africa written by Mujuru, Munyaradzi and published by Africa Institute of South Africa. This book was released on 2017-02-03 with total page 359 pages. Available in PDF, EPUB and Kindle. Book excerpt: South Africa is facing the increasing challenge of acid mine drainage (AMD) whose genesis is the country’s mining history, which paid limited attention to post-mining mine site management. In mineral resource-rich Africa, this has emerged as one of the most daunting challenges of our time. South Africa has been bold in its approach to mitigating this problem, although the challenge is multi-faceted. On a positive note, substantial research has been conducted to confront the challenge. However, thus far, the research has been largely fragmented. This book builds on the work that has been done, but also provides a refreshing multi-disciplinary approach that is useful in addressing the AMD challenges that South Africa and the continent face. Whilst addressing the problem as a scientific and engineering challenge, the book also exposes the economic, policy and legal challenges involved in addressing the problem. The book concludes, quite uniquely, that AMD is an opportunity that can be used by South Africa and Africa to solve problems, such as acute water shortage, as well as mineral recovery operations.

Book excerpt: This report documents how U.S immigration law and federal policy discriminate against binational same-sex couples. The 191-page report documents the consequences of this discrimination and shows how it can separate not only loving partners from one another, but also parents from children. It also shows how this policy has destroyed careers, livelihoods and lives.
Download or read book U S House Practice written by U. S. U.S. Congress and published by Createspace Independent Publishing Platform. This book was released on 2017-03 with total page 554 pages. Available in PDF, EPUB and Kindle. Book excerpt: Volume 1 HOUSE PRACTICE: A Guide to the Rules, Precedents, and Procedures of the House The compilation of the parliamentary precedents of the House is as important as any other function of the Office of the Parliamentarian. For each procedural decision made on the floor of the House, the Parliamentarian extracts the proceedings from the daily Congressional Record and writes a parliamentary syllabus. These ''headnotes'' must be precise, stating the real substance of the decision and its legal rationale in suitably narrow terms. To ensure a current digest of these matters, the Parliamentarian biennially publishes a House Rules and Manual. For the longer term, the Parliamentarian compiles the most salient precedents for formal, scholarly publication. These precedents presently fill 29 volumes comprising thousands of decisions over the 227 years of parliamentary practice in the House. They are published as Hinds' Precedents (1907); Cannon's Precedents (1936); and the precedents of the House authored by current and former Parliamentarians. To bridge the span between a digest of decisions and formally published precedents, the Parliamentarian also publishes this work as a condensed compilation of procedures of current application. The scope of this volume is thus limited. It is a summary review of selected precedents and not an exhaustive survey of all applicable rulings. The House Rules and Manual and the published volumes of precedents remain the primary sources for more comprehensive analysis and authoritative citation. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. We look over each document carefully and replace poor quality images by going back to the original source document. We proof each document to make sure it's all there - including all changes. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the latest version from Amazon.com This book includes original commentary which is copyright material. Download or read book Constitutional Comparison written by François Venter and published by BRILL. This book was released on 2021-07-26 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: In our globalized era it has become impossible to deal effectively with constitutional law and related subjects such as fundamental rights, administrative law and political science without knowledge of foreign systems. A wealth of literature is available on practically all constitutional systems and the intricacies of their application. This, however, presents the constitutionalist with a formidable problem: Which foreign systems should I explore in order to make relevant comparisons, and how should I go about it? This book addresses the core problems of comparability and appropriate comparative methodology in the realm of contemporary constitutionalism. The outcome is, however, not mere theorizing. Most of the text is devoted to an incisive application of the chosen comparative method to four geographically, historically, and culturally divergent, but thoroughly comparable, constitutional systems. In the course of the comparative exercise, contemporary constitutional dogma and constitutional mechanics are analyzed and explained, in many instances in their historical contexts, making the book itself a useful source of comparative and historical information.

Download or read book Atrocities and International Accountability written by Edel Hughes and published by . This book was released on 2007 with total page 340 pages. Available in PDF, EPUB and Kindle. Book excerpt: Rebuilding societies where conflict has occurred is rarely a simple process. Where conflict has been accompanied by gross and systematic violations of human rights, the procedure becomes very controversial. The traditional debate on "transitional justice" sought to balance justice, truth, accountability, peace, and stability. The appearance of impunity for past crimes undermines confidence in new democratic structures and casts doubt upon commitments to human rights. Yet the need to consolidate peace sometimes resulted in reluctance on the part of authorities --both local and international --to confront suspected perpetrators of human rights violations, especially when they are a part of a peace process. Experience in many regions of the world therefore suggested a tradeoff between peace and justice. But that is changing. There is a growing consensus that some forms of justice and accountability are integral to --rather than in tension with --peace and stability. This volume considers whether we are truly going beyond the transitional justice debate. It brings together eminent scholars and practitioners with direct experience in some of the most challenging cases of international justice, and illustrates that justice and accountability remain complex, but not mutually exclusive, ideals.
