Book excerpt: A fast coincident neutron counter using liquid scintillators and gamma-ray/neutron pulse-shape discrimination has been constructed for the analysis of plutonium samples with unknown self-multiplication and (.cap alpha., n) production. The counter was used to measure plutonium-bearing materials that cover a range of masses and (.cap alpha., n) reaction rates of importance to the safeguards community. Measured values of the 24°Pu effective mass differed, on average, from their declared values by 0.4% for plutonium oxides and by -2.2% for metal and MgO-loaded samples. Poorer results were obtained for materials with large (.cap alpha., n) reaction rates and low self-multiplication such as plutonium ash and plutonium fluoride.

This paper describes the existing prototype multiplicity counters and evaluates their performance using assay variance as a figure of merit. Book excerpt: Thermal neutron multiplicity counters (TNMCs) assay [sup 240]Pu-effective mass, isolating spontaneous-fission (SF), induced-fission, and ([alpha], n) neutrons emitted from plutonium metal, oxide, scrap, and residue items. Three independent parameters are measured: single, double, and triple neutron-pulse-coincidence count rates. TNMC assays can become precision limited by high ([alpha], n) neutron rates arising from low-Z impurities and [sup 241]Am. TNMCs capture thermal neutrons in 4-atm [sup 3]He tubes after fast-source-neutron moderation by polyethylene. TNMCs are [approximately]50% efficient with [approximately]-[micro]s die-away times. Simultaneously increasing efficiency and reducing die-away time dramatically improve assay precision. Using 10-atm [sup 3]He tubes, they've developed and performance-tested the first of a new generation of neutron assay counters for a wide range of plutonium items. The Epithermal Neutron Multiplicity Counter (ENMC) has an efficiency of 65% and a 22-[micro]s die-away time. The ENMC detects neutrons before thermalization using higher [sup 3]He pressure counters and less moderator than TNMCs. A special insert raises efficiency to 80% for small samples. For five bulk samples containing 50 to 875 g of [sup 240]Pu-effective, ENMC assay times are reduced by factors of 5 to 21, compared with prior state-of-the-art TNMCs. The largest relative gains are for the most impure items, where gains are needed most. In active mode, the ENMC assay times are reduced by factors of 5 to 11, compared with the Active Well Coincidence Counter (AWCC). The ENMC, with high precision and low multiplicity dead time (37 ns), can be used in standards verification mode to precisely and accurately characterize plutonium standards and isotopic sources. The ENMC's performance is very competitive with calorimetry. This report describes the ENMC; presents results of characterization, calibration, and verification measurements; and shows the clear performance and economic advantages of implementing the ENMC for nuclear materials control and accountability.

Book excerpt: We have designed and built two multiplicity counters to test the usefulness of multiplicity counting for the safeguards assay of plutonium-bearing materials. The first prototype counter has been characterized and a variety of plutonium-bearing materials have been measured with it. Assays accurate to (approximately)0.7% have been obtained for both pure and impure plutonium oxide samples in reasonable measurement times. Assays accurate to (approximately)5% have been obtained for metal samples. A second multiplicity counter has been designed using experience gained from the first as well as Monte Carlo simulations. The second counter was designed to be more suitable for in-plant measurement of pyrochemical process materials. This paper presents the results of characterization studies of the two instruments. 10 refs., 9 figs., 2 tabs.

Book excerpt: This report documents work performed by Idaho National Laboratory and the University of Michigan in fiscal year (FY) 2012 to examine design parameters related to the use of fast-neutron multiplicity counting for assaying plutonium for materials protection, accountancy, and control purposes. This project seeks to develop a new type of neutron-measurement-based plutonium assay instrument suited for assaying advanced fuel cycle materials. Some current-concept advanced fuels contain high concentrations of plutonium; some of these concept fuels also contain other fissionable actinides besides plutonium. Because of these attributes the neutron emission rates of these new fuels may be much higher, and more difficult to interpret, than measurements made of plutonium-only materials. Fast neutron multiplicity analysis is one approach for assaying these advanced nuclear fuels. Studies have been performed to assess the conceptual performance capabilities of a fast-neutron multiplicity counter for assaying plutonium. Comparisons have been made to evaluate the potential improvements and benefits of fast-neutron multiplicity analyses versus traditional thermal-neutron counting systems. Fast-neutron instrumentation, using for example an array of liquid scintillators such as EJ-309, have the potential to either a) significantly reduce assay measurement times versus traditional approaches, for comparable measurement precision values, b) significantly improve assay precision values, for measurement durations comparable to current-generation technology, or c) moderating improve both measurement precision and measurement durations versus current-generation technology. Using the MCNPX-PoliMi Monte Carlo simulation code, studies have been performed to assess the doubles-detection efficiency for a variety of counter layouts of cylindrical liquid scintillator detector cells over one, two, and three rows. Ignoring other considerations, the best detector design is the one with the most detecting volume. However, operational limitations guide a) the maximum acceptable size of each detector cell (due to PSD performance and maximum-acceptable per-channel data throughput rates, limited by pulse pile-up and the processing rate of the electronics components of the system) and b) the affordability of a system due to the number of total channels of data to be collected and processed. As a first estimate, it appears that a system comprised of two rows of detectors 5" Ø? 3" would yield a working prototype system with excellent performance capabilities for assaying Pu-containing items and capable of handling high signal rates likely when measuring items with Pu and other actinides. However, it is still likely that gamma-ray shielding will be needed to reduce the total signal rate in the detectors. As a first step prior to working with these larger-sized detectors, it may be practical to perform scoping studies using small detectors, such as already-on-hand 3" Ø? 3" detectors.

Book excerpt: A new neutron multiplicity counter has been designed, fabricated, characterized, and installed for use in the assay of impure plutonium metal buttons from the FB-Line at the Westinghouse Savannah River Site (WSRS). This instrument incorporates the performance characteristics of the Pyrochemical or In-plant Multiplicity Counter with the package size of the Plutonium Scrap Multiplicity Counter. In addition, state-of-the art features such as the de-randomizer circuit and separate ring outputs have been added. The counter consists of 113, 71 cm active length 3He tubes in a polyethylene moderator. Its efficiency for 252Cf is 57.8 percent, the highest of any multiplicity counter to date. Its die-away time is 50.4 ms and its deadtime is 50 ns. In this paper we will present the characterization data for the counter and the results of preliminary metal measurements at WSRS. We will also discuss the new challenges the impure metal buttons from FB-Line are presenting to the multiplicity counting technique.
