Book excerpt: The Traffic Survey Unit plans to establish a methodology in which it can assign each Portable Traffic Counter station a seasonal group profile through a means of statistical and geographical analysis. An ArcView Geographic Information System (GIS) application was programmed to allow the traffic survey sites to be analyzed by their spatial nature as well as by their statistical profiles. This program was created using the Avenue programming language. The program offers a user-friendly GIS interface that can aid analysts with updating the current seasonal groupings for traffic survey points across North Carolina. The user is able to select a site and display an attribute table listing its current seasonal assignment, its new seasonal assignment based on the best "best guess" as determined by the statistical analysis, and all the "best guesses" determined by that analysis. The user is also able to summon displays of the seven Seasonal Profiles, and the graphs and charts produced by the statistical analysis. Finally, the user is able to update the new seasonal assignment based on the results of the statistical analysis and its geographical proximity to the other stations, highways, and municipalities

Book excerpt: "One of the most common traffic volume parameters reported by statewide traffic monitoring programs is annual average daily traffic (AADT). Departments of Transportation (DOT) and other state agencies use a series of continuous vehicle detection devices in association with smaller more mobile short-term counts. Once the short-term counts are recorded a series of adjustment factors (time of day, day of week, month of year, or seasonal) are applied to the short-term counts. The end result is an estimated AADT for a particular segment of roadway. Traditionally, as defined in section two of the Traffic Monitoring Guide (TMG), there are three methodologies, geographic/functional assignment of roads to groups, cluster analysis and the same road application factor. In each case, there are advantages and disadvantages and currently there is not a final peer reviewed nationally suggested method. Developing the capability to forecast environmental conditions and disruptive events several weeks and months in advance could dramatically increase the value and benefit of environmental predictions, saving lives, protecting property, increasing economic vitality, protecting the environment, and informing policy choices. Over the past decade, the ability to forecast weather and climate conditions on subseasonal to seasonal (S2S) timescales, i.e., two to fifty-two weeks in advance, has improved substantially. Although significant progress has been made, much work remains to make S2S predictions skillful enough, as well as optimally tailored and communicated, to enable widespread use. Next Generation Earth System Predictions presents a ten-year U.S. research agenda that increases the nation's S2S research and modeling capability, advances S2S forecasting, and aids in decision making at medium and extended lead times.

'Geographical Targeting for Poverty Alleviation' introduces the basic concepts of a GIS. It also demonstrates how to organize geographic and nongeographic data. In addition, it presents different methods for using the data of the Household Income and Expenditure Survey, together with other surveys and the population census, to provide estimates for the standard of living and the incidence of poverty incidence in different geographical areas of a country. Ultimately, these estimates should be used to establish guidelines for targeting poverty alleviation projects. This publication illustrates different GIS applications for identifying the project's target population, determining the project's spatial 'sphere of influence' or deciding where to locate public facilities. This publication is of interest to task managers, economists, development researchers, and geographers.
