From the editor: "71F, or "71 Foxtrot," is the AOC (area of concentration) code assigned by the U.S. Army to the specialty of Research Psychology. Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. This is the 71F advantage: applying the science of psychology to understand the human dimension, and developing programs, policies, and products to benefit the person in military operations. This book grew out of the April 2008 biennial conference of U.S. Army Research Psychologists, held in Bethesda, Maryland. This meeting was to be my last as Consultant to the Surgeon General for Research Psychology, and I thought it would be a good idea to publish proceedings, which had not been done before. As Consultant, I'd often wished for such a document to help explain to people what it is that Army Research Psychologists "do for a living." In addition to our core group of 71Fs, at the Bethesda 2008 meeting we had several brand-new members, and a number of distinguished retirees, the "grey-beards" of the 71F clan. Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities. It seemed to us especially important to do this at a time when the operational demands on the Army and the total force were reaching unprecedented levels, with no sign of easing, and with the Army in turn relying more heavily on research psychology to inform its programs for protecting the health, well being, and performance of Soldiers and their families."

Even as quality improves on specific measures, disparities often persist. Addressing these disparities must begin with the fundamental step of bringing the nature of the disparities and the groups at risk for those disparities to light by collecting health care quality information stratified by race, ethnicity and language data. Then attention can be focused on where interventions might be best applied, and on planning and evaluating those efforts to inform the development of policy and the application of resources. A lack of standardization of categories for race, ethnicity, and language data has been suggested as one obstacle to achieving more widespread collection and utilization of these data. Race, Ethnicity, and Language Data identifies current models for collecting and coding race, ethnicity, and language data; reviews challenges involved in obtaining these data, and makes recommendations for a nationally standardized approach for use in health care quality improvement.

Book excerpt: International human rights adjudicators, while facing urgent cases, have used provisional measures in order to prevent irreparable harm, e.g. to order States to halt an expulsion, the execution of a death sentence, destruction of the natural habitat, or to ensure access to health care in detention or protection against death threats. In the practice of the various adjudicators the traditional concept of provisional measures has undergone a process of humanisation. This book addresses the question how such provisional measures can be made as persuasive as possible. Apart from the Inter-American Court, none of the human rights adjudicators motivate or publish their provisional measures. Yet this book analyses their (best) practices and obstacles, determines the underlying rationale for their use of provisional measures and establishes the core of the concept of provisional measures that all adjudicators have in common. It argues that clarity on what belongs to the core of the concept, and on what does not belong to the concept at all, enhances the persuasive force of provisional measures. The practices of the international adjudicators made accessible in this book may prove useful in the ongoing cross-fertilization occurring among these adjudicators. Moreover, the analysis provided allows individual victims, their counsel, NGOs as well as international institutions to address more effectively urgent human rights cases. Overall, the book provides a comprehensive and organized explanation of provisional measures and the bodies that may issue them. Its most important contribution is found in the middle chapters addressing the various situations and kinds of harm previously addressed by human rights tribunals when granting provisional measures, although the practical suggestions to human rights tribunals are also surely welcome. He also expanded his education through hard work to a level at which he was qualified to teach graduate-level aerospace engineering courses. It is interesting to follow how the analysis and design techniques of aerospace vehicles progressed over the years, which incidentally reveals the large role that the computer played in making that possible. The story on the early Cape Canaveral operations was amusing and showed that enterprising innovations played a large role in a successful undertaking. Some of the projects described were a surprise, as I had never heard of them, like reading how a pencil-shaped missile was built that could fly and maneuver over an intercontinental distance at a high hypersonic velocity. He also described how American engineers and scientists fought the Cold War battle for technological supremacy on their desks and in their laboratories. The initiatives by which this enterprising engineer develops his technical approach to a project are very informative and offer the reader an insight into the workings of successful operations. He achieves an interesting behind-the-scenes look at how aerospace history is made by weaving in the historical significance of these projects as they are developed. As a former aeronautical engineer at the rapidly growing Mc- Donnell Aircraft Corporation, Bob gives us an interesting exposure to the importance of top management's relationship with the workforce in a successful company. "Mr. Mac" made it a point to make all his employees team members by frequent communication and friendly association.

For example, NATO members Estonia, Latvia, and Lithuania remain vulnerable to Russian invasion. South Korea is vulnerable to North Korea's artillery. China's neighbors — especially Taiwan — are vulnerable to coercion and aggression. Violent extremists continue to pose a threat in the Middle East. Solutions to these problems will take both money and time. In this report, RAND researchers analyze the specific technological, doctrinal, and budgetary gaps between the stated strategic and defense policies of the United States and the resources and capabilities that would be required to implement those policies successfully. Absent a change in administration policy or a new political consensus in favor of a defense buildup, there will not be enough resources to close the gap between stated U.S. aims and the military capabilities needed to achieve them. This leaves the Trump administration and this Congress with some difficult choices. The United States could decide to focus primarily on its own security, devoting to allies and partners only those forces and capabilities that could be easily spared. At the other end of the spectrum, the Trump administration could take the central role in defending U.S. allies against aggression by Russia, China, and other potential adversaries. The hard-to-find middle ground would be to provide the military with sufficient capabilities to ensure that aggression that imperils U.S. interests in critical regions would fail while helping allies build the capacity to do more for their own and the collective defense.
