It highlights patterns of repression of minority activism, languages and cultures, and to varying degrees, the exclusion of ethnic and religious minorities from public life and economic development. In particular, the briefing focuses on the experiences of ethnic minorities in the borderland regions of the country where the centralizing impulse of the Islamic Republic of Iran has manifested itself in the attempted assimilation of minorities, repression of regional demands for self-governance and periodic episodes of violence. Using a minority rights lens, the briefing contextualises and historicises the social uprising that was sparked in September 2022 with the custodial death of Jina Amini, also known as Mahsa Amini. It provides insight into some of the conditions that have fuelled protestor demands in recent years including, environmental problems, political corruption, widespread economic crises and repression of civil society. This briefing ultimately emphasizes identity-based discrimination as a root cause of many conditions that led to the 2022 civil society uprising. Although the political future of Iran remains uncertain and the pathway of change is unclear at the time of writing, this briefing argues that a peaceful and prosperous future for minorities cannot be secured unless efforts are undertaken to address long-standing and structural discrimination at all levels. The start of the 21st century has seen the world shaken by protests, from the Arab Spring to the Yellow Vests, from the Occupy movement to the social uprisings in Latin America. There are periods in history when large numbers of people have rebelled against the way things are, demanding change, such as in 1848, 1917, and 1968. Today we are living in another time of outrage and discontent, a time that has already produced some of the largest protests in world history. This book analyzes almost three thousand protests that occurred between 2006 and 2020 in 101 countries covering over 93 per cent of the world population. The study focuses on the major demands driving world protests, such as those for real democracy, jobs, public services, social protection, civil rights, global justice, and those against austerity and corruption. It also analyzes who was demonstrating in each protest; what protest methods they used; who the protestors opposed; what was achieved; whether protests were repressed; and trends such as inequality and the rise of women’s and radical right protests. The book concludes that the demands of protestors in most of the protests surveyed are in full accordance with human rights and internationally agreed-upon UN development goals. The book calls for policy-makers to listen and act on these demands.

Offering a new framework for understanding democratization in developing countries governed by authoritarian regimes, Democracy in Iran is a penetrating, historically informed analysis of Iran’s current and future prospects for reform. Beginning with the Iranian Revolution of 1979, Misagh Parsa traces the evolution of Iran’s theocratic regime, examining the challenges the Islamic Republic has overcome as well as those that remain: inequalities in wealth and income, corruption and cronyism, and a “brain drain” of highly educated professionals eager to escape Iran’s repressive confines. The political fortunes of Iranian reformers seeking to address these problems have been uneven over a period that has seen hopes raised during a reformist administration, setbacks under Ahmadinejad, and the birth of the Green Movement. Although pro-democracy activists have made progress by fits and starts, they have few tangible reforms to show for their efforts. In Parsa’s view, the outlook for Iranian democracy is stark. Gradual institutional reforms will not be sufficient for real change, nor can the government be reformed without fundamentally rethinking its commitment to the role of religion in politics and civic life. For Iran to democratize, the options are narrowing to a single path: another revolution.

Book excerpt: How political protests and activism influence voters and candidates The “silent majority”—a phrase coined by Richard Nixon in 1969 in response to Vietnam War protests and later used by Donald Trump as a campaign slogan—refers to the supposed wedge that exists between protestors in the street and the voters at home. The Loud Minority upends this view by demonstrating that voters are in fact directly informed and influenced by protest activism. Consequently, as protests grow in America, every facet of the electoral process is touched by this loud minority, benefiting the political party perceived to be the most supportive of the protestors’ messaging. Drawing on historical evidence, statistical data, and detailed interviews about protest activity since the 1960s, Daniel Gillion shows that electoral districts with protest activity are more likely to see increased voter turnout at the polls. Surprisingly, protest activities are also moneymaking endeavors for electoral politics, as voters donate more to political candidates who share the ideological leanings of activists. Book excerpt: Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance.
