Even today, the word „Balkan“ as a collective term for Albania and the successor states to Yugoslavia (with the exception of Slovenia) holds the potential for conflict. Only by showing the linguistic problem, we see, there is a high potential of geographical, juridical, political, social and communication problems in the context of this region. On approaching the multiethnic structure of Southeast Europe and its willingness for accession – including integration measures – to the EU and considering the potential for conflict regarding the political and geographical classification, it becomes more than obvious that the current state of affairs is multi-layered and difficult.

Book excerpt: We find Roma settlements on the outskirts of villages, separated from the majority population by roads, railways or other barriers, disconnected from water pipelines and sewage treatment. Why are some people (or groups) better off than others when it comes to the distribution of environmental benefits? In order to understand the present situation and identify ways to address the impacts of these inequalities we must understand the past and mechanisms related to the differentiated treatment. The situation and discrimination of the Roma ethnic minority in Slovakia is examined from the perspective of environmental conditions and injustice. There is no simple answer as to why there is environmental injustice. Environmental conditions in Roma settlements are just one of the indicators of failures of policies addressing the problem of poverty and social exclusion in marginalized groups, structural discrimination, and internal Roma problems. Environmental injustice is not an outcome of the "historical determination" of the Roma population to live in environmentally problematic places.

Book excerpt: One of the greatest challenges during the enlargement process of the European Union towards the east is how the issue of the Roma or Gypsies is tackled. This ethnic minority group represents a much higher share by numbers, too, in some regions going above 20% of the population. This enormous social and political problem cannot be solved without proper historical studies like this book, the most comprehensive history of Gypsies in Romania. It is based on academic research, synthesizing the entire historical Romanian and foreign literature concerning this topic, and using lot of information from the archives. The main focus is laid on the events of the greatest consequence. Special attention is devoted to aspects linked to the long history of the Gypsies, such as slavery, the process of integration and assimilation into the majority population, as well as the marginalization of Gypsies, which has historic roots. The process of emancipation of Gypsies in the mid-19th century receives due treatment. The deportation of Gypsies to Transnistria during the Antonescu regime, between 1942-1944, is reconstructed in a special chapter. The closing chapters elaborate on the policy toward Gypsies in the decades after the Second World War that explain for the latest developments and for the situation of this population in today's Romania.

While living standards have declined for all population groups during the transition to a market economy, there are growing indications that conditions have deteriorated more severely for Roma than for others, and that Roma are poorly positioned to take advantage of emerging economic opportunities. This report focuses on five countries in Central and Eastern Europe: Hungary, Bulgaria, Romania the Czech Republic, and the Slovak Republic. The first chapter of the report provides the historical context and an overview of the methodological issues and main data sources; chapter two presents the available evidence on welfare status and living conditions, examining poverty, housing education, employment and health; chapter three considers issues relating to access to social services; and the final chapter reviews the opportunities for Roma participation in the design and implementation of community development policies and programmes, and outlines policy implications.

Book excerpt: The volume presents the changing situation of the Roma in the second half of the 20th century and examines the politics of the Hungarian state regarding minorities by analyzing legal regulations, policy documents, archival sources and sociological surveys. In the first phase analyzed (1945-61), the authors show the efforts of forced assimilation by the communist state. The second phase (1961-89) began with the party resolution denying nationality status to the Roma. Gypsy culture was equivalent with culture of poverty that must be eliminated. Forced assimilation through labor activities continued. The Roma adapted to new conditions and yet kept their distinct identity. From the 1970s, Roma intellectuals began an emancipatory movement, and its legacy is felt until this day. Although the third phase (1989-2010) brought about freedoms and rights for the Roma, with large sums spent on various Roma-related programs, the situation on the ground nevertheless did not improve. Segregation and marginalization continues, and it is rampant. The authors powerfully conclude: while Roma became part of the political community, they are still not part of the national one. Book excerpt: This comparative report summarizes and analyzes the findings of two studies conducted by two partner organizations: Information Legal Center in Croatia and Center for Interethnic Dialogue and Tolerance “Amalipe” in Bulgaria. The aim of the research was to map different areas of discrimination against Roma and to identify the obstacles they face. Drawing on focus group interviews and first-hand testimonies with community members, the findings highlighted that for many Roma in both countries, discrimination is still a daily reality in almost every area of their lives, from work and housing to education and access to services. The COVID-19 pandemic also had a disproportionately negative effect on the Roma community. Underlining these issues is a broader lack of access to justice, enabled in part by fear and a lack of faith among many Roma in the judicial system. This comparative study identifies some of the key findings from the research projects and confirms that the patterns of exclusion against Roma are very similar in both contexts. Access to justice for Roma can only be improved if international organizations, the state, local self-government, civil society and the media work with Roma communities to advocate for an inclusive, tolerant society where Roma have the same life chances as everybody else.
