Many disasters could have been prevented altogether or have had reduced impact if institutions had been better prepared. This resource guide suggests how disaster preparedness can be achieved at cultural institutions. Twenty-three basic resource articles are presented to introduce disaster preparedness. They deal with the safety of collections rather than the safety of staff, and related issues such as security and environmental control are not addressed. Of the materials that cover what to do once a disaster has occurred, most emphasize water damage because so many causes of disaster result in water damage. By examining how librarians and scholars grappled with the first great crisis in the preservation of library materials--the pandemic loss of information printed on embrittled acid paper--it traces the development of the current consensus on how to manage large collections recorded on many media of varying stability. Highlights include permanent paper, paper deacidification, the rationale for reformatting, the scope of the problem, and local responsibilities vs. national priorities. The need for a national preservation plan is discussed, as well as selection of materials for the national plan and the role of scholars in selection. The paper also addresses the problem that, despite striking progress made in preservation technology and management, the difficulties of preserving original library materials have scarcely diminished over time and demand the same thoughtful cooperation between scholars and librarians as they enter the 21st century as the brittle-book problem received in the 1980s. NHA asked the Council on Library and Information Resources (CLIR) to evaluate the experiences of cultural institutions with digitization projects to date and to summarize what has been learned about the advantages and disadvantages of digitizing culturally significant materials. Findings revealed that digitization often raises expectations of benefits, cost reductions, and efficiencies that can be illusory and, if not viewed realistically, have the potential to put at risk the collections and services libraries have provided for decades. One such false expectation--that digital conversion has already or will shortly replace microfilming as the preferred medium for preservation reformatting--could result in irreversible losses of information. This paper defines digital information; identifies weaknesses of digitization as a preservation treatment; discusses the benefits and drawbacks of digital technology for access; and highlights issues institutions must consider in contemplating a digital conversion project. Book excerpt: Since the early 20th century, American academic libraries have collected and championed rare and unique non-circulating materials now referred to as special collections. Because of the rarity and value of these materials, they are handled differently than materials in other parts of academic library collections. Thus, a different set of access policies and procedures, as well as specialized staff, have been employed. This book provides a thorough exploration of access, which is a cornerstone of the library profession. It looks at how practitioners’ perceptions of access to special collections have changed from the formative period of the 1930s to today. Using a grounded theory approach on datasets comprised of LIS literature and interviews of special collections professionals with between 5 and 50 years of experience, two conceptual models developed. The two conceptual models are: Aspects of Access, which defines ten components that contribute to access goals: Diversity, Documentation, Engagement, Preservation, Protection, Provision, Readers, Spaces, Stewardship, and Technology. A historical overview sets the stage for in-depth discussion of each aspect. Gatekeeping Model of Access, which applies gatekeeping theory to chart how the Aspects of Access support or hinder the connection of readers to collection materials. An exploration of access through the lens of special collections is especially meaningful because of the tension between the principles of preservation and access within the special collections community. This project is also significant as the library profession explores how representation of diversity within collections and the profession impacts readers. Exploring how we think about access should be part of these ongoing conversations.
