Book excerpt: The U.S. Department of Homeland Security, Office of the Secretary, Preparedness Directorate Office of Grants and Training (G&T) Systems Support Division (SSD) develops and implements preparedness and prevention programs to enhance the capability of Federal, State and local governments, and the private sector to prevent, deter and respond to terrorist incidents involving chemical, biological, radiological, nuclear, and explosive (CBRNE) devices. The Preparedness Directorate Office of G&T administers comprehensive programs of direct and grant support for training, exercises, equipment acquisition, technology transfer, and technical assistance to enhance the nation’s preparedness for CBRNE acts of terrorism. The Preparedness Directorate Office of G&T SSD works closely with other ODP divisions and Homeland Security professionals gaining an intimate understanding of the emergency responder technology needs and shortfalls. In addition, SSD conducts commercial technology assessments and demonstrations, and transfers equipment directly to the emergency responders. As part of the Congressional FY–03 funding, SSD was tasked with developing CBRNE technology guides and standards for the emergency responder community. This is one of several guides that will aid emergency responders in the selection of CBRNE technology.

This can trigger global repercussions. These events can quickly overwhelm the infrastructure and capability of the responders, especially in countries that do not have the specialized resources for response like those available in the United States. When a CBRNE incident occurs in a partner nation or other foreign country, the U.S. is often called upon to provide assistance. Interoperability - the ability to work together - among U.S. agencies, foreign governments, and responders involved in the effort is key to an efficient response. The effectiveness of the U.S. response and approach to CBRNE events in partner nations depends on the capability of the U.S. government to provide timely and appropriate assistance and the resilience of the partner nation to a CBRNE event. An All-of-Government Approach to Increase Resilience for International Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Events is the summary of a workshop convened in June 2013 by the National Institute of Standards and Technology and the National Research Council to discuss ways to strengthen the U.S. ability to prepare for and respond to CBRNE events that occur in U.S. partner nations. The workshop brought together diverse experts and stakeholders to identify capabilities that are necessary for responding to an international CBRNE event; discuss best practices and resources needed for improved interoperability of the U.S. and partner nation during response to a CBRNE event; and identify key questions that need to be addressed in follow up activities focused on improving U.S. CBRNE response in partner nations.

The standard CAN/CGSB/CSAZ1610-11 Protection of First Responders from Chemical, Biological, Radiological, and Nuclear (CBRN) events provides a risk-based guidance to first responders and management regarding protection during a CBRN event. Part A of this report outlined the strategies and performance criteria to ensure the successful implementation of an individual system qualification (ISQ) respiratory protection program for first responders in a CBRN event, a mandatory part of the standard CSA Z1610-11. The objectives listed below are addressed in this report to support implementation of methodologies for an adequate ISQ program with compliance to best practices recommended in the standard CAN/CGSB/CSA-Z1610-11. Several stakeholders, including the Royal Military College, participated in optimizing the recommended procedure for knowledge transfer and implementation to different organisations. These objectives are as follows: Educate first responders on proper use of respiratory protection programs, donning of respirators, sizing, doffing, maintenance through standard operating procedures and compliance with standards Z1610-11; disseminate technical knowledge to managers and trainers of first responders interested in written respiratory protection programs (RPP) based on Z1610-11 for CBRN respirators; prepare and provide standard operating procedures, which standardize user instructions and training as per stakeholder's interest"--Abstract.

Incidents exceeding Tier-1 force capabilities require the activation of State civil and military forces. Book excerpt: Since the attacks of 9/11 and the subsequent creation of the Department of Homeland Security, the Department of Defense (DoD) has struggled with its role in Defense Support to Civil Authorities. While most disasters can be handled by first responders in coordination with the state units of the National Guard a CBRN catastrophic attack could quickly overwhelm the resources that would trigger a large-scale response of the total force of the Department of Defense. The current framework, while adequate for most disasters affecting the nation, may prove to be insufficient due to lack of interoperability between military forces and assets supporting civil authorities. Statutory and organizational challenges prevent the designation fast, preparation and use of military medical forces in support of civil authorities, when a national disaster occurs specifically the medical units. These challenges are the result of laws that restrict the development of a proper command structure and operational requirements that impede the preparation for response to incidents receive appropriate care. Effective disaster response requires an effort of interagency cooperation between federal and state governments to anticipate and overcome the challenges before an event. The aim, therefore, is to demonstrate how the appropriate use of military medical resources, in close coordination with civil authorities, governmental and non governmental organizations in the planning and execution of a CBRN event can have a positive impact on the timely restoration government functions after an attack.
