The standard provides comprehensive guidelines and procedures for use by site operators or security system planners so that the unique security requirements of both manned and unmanned communication facilities are met. The detailed technical requirements of thirty different security measures and devices are given as unit page type standards. These unit page standards have been tailored to the specific and sometimes unique security situations found at Defense Communication System sites. This report describes the overall effort in developing the draft standard while the draft military standard itself is contained in Appendix A. (Author).

Book excerpt: It is not yet 60 years since the first artificial satellite was placed into Earth orbit. In just over a half century, mankind has gone from no presence in outer space to a condition of high dependence on orbiting satellites. These sensors, receivers, transmitters, and other such devices, as well as the satellites that carry them, are components of complex space systems that include terrestrial elements, electronic links between and among components, organizations to provide the management, care and feeding, and launch systems that put satellites into orbit. In many instances, these space systems connect with and otherwise interact with terrestrial systems; for example, a very long list of Earth-based systems cannot function properly without information from the Global Positioning System (GPS). Space systems are fundamental to the information business, and the modern world is an information-driven one. In addition to navigation (and associated timing), space systems provide communications and imagery and other Earth-sensing functions. Among these systems are many that support military, intelligence, and other national security functions of the United States and many other nations. Some of these are unique government, national security systems; however, functions to support national security are also provided by commercial and civil-government space systems. 
The importance of space systems to the United States and its allies and potential adversaries raises major policy issues. National Security Space Defense and Protection reviews the range of options available to address threats to space systems, in terms of deterring hostile actions, defeating hostile actions, and surviving hostile actions, and assesses potential strategies and plans to counter such threats. This report recommends architectures, capabilities, and courses of action to address such threats and actions to address affordability, technology risk, and other potential barriers or limiting factors in implementing such courses of action.

And with military communications as a crux of mission success, warfighters need resilient and advanced communications technology to share and receive information for real-time decision making on the battlefield. Since 2019, Government Business Council (GBC), in partnership with Viasat, has fielded annual surveys to capture year-over year trends on the state of military communications. Are U.S. defense communications able to outcompete that of U.S. adversaries? How has the pace of modernization been trending over the last few years? In its third annual study, GBC will help answer these questions and more. A majority (8 in 10) respondents report that improvements to defense communications should be a high or top priority, and more than half (55%) agree commercial communication capabilities have the same or better performance compared to DoD purpose-built solutions. However, despite this sentiment, just 7% say their agency is extremely likely to adopt commercial defense capabilities in the next year.

What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.
