Book excerpt: Since the onset of the latest United States (U.S.) recession (beginning in December 2007), the U.S. economy has been posting high unemployment levels consistently exceeding 8 percent. Of specific interest, the U.S. Department of Labor, Bureau of Labor Statistics (BLS), reports on a specific subset of the U.S. unemployed: the long-term unemployed, defined as those who are unemployed for 27 weeks and over. Since December 2009, the share of the long-term unemployed of the total U.S. unemployed has exceeded 40 percent (through April 2012), the highest level since 1948 when data was first collected. A phenomenon of this recession is an alleged public bias by American private sector employers against hiring the long-term unemployed, or even simply those unemployed. While the authors support the removal of discrimination against the unemployed in job advertisements, they cannot support the larger notion of including those who are unemployed as a protected class of employees. Becoming or being unemployed is a state that one can change, and based on the lack of research on how widespread this discrimination is (beyond anecdotal stories or limited research surveys), they believe that extending protection under equal employment opportunity legislation would be overreaching and inappropriate at this time.

Ironically, as Part III argues, there are a myriad of feasible recommendations that are waiting to be fully explored, agreed upon, adopted and implemented nationwide: · Design labor and fiscal policies aimed at preventing economic recessions and high unemployment o Blend labor and fiscal policies into structural reforms · Create job security and take other steps that guarantee health care security during financial hardship · Improve health outcomes through nationwide permanent supportive housing to combat chronic homelessness during economic recessions and high unemployment · Prioritize the use of more cost-effective medical technologies o Promote telemedicine to reduce costs and improve accessibility to health care · Eliminate health disparities thanks to the democratization of health care · Promote health literacy and the valorization of communities · Design policies or procedures that 1) promote health care costs reduction and efficiency through affordable insurance coverage and 2) eliminate Wasteful spending: o Extend drug coverage and implement cost-effective pricing policies o Extend coverage of more medical procedures and implement cost-effective policies On the other hand, Part III also sells the idea of a thorough and bold revolution in our health care system, which would make health care a right of citizenship. It does so by analyzing the political, social, ethical, and economic aspects of the issue. Furthermore, it argues that the relationship between universal health care and economics justifies the notion of “health care as a right of citizenship.”

Book excerpt: Young People and Long-Term Unemployment examines the consequences of long-term unemployment for the personal, social, and political lives of young adults aged 18–34 across four European cities: Cologne (Germany), Geneva (Switzerland), Lyon (France), and Turin (Italy). Adopting a multidimensional theoretical framework aiming to bring together insights based on the contextual (macro), organizational (meso), and individual (micro) levels, and combining quantitative and qualitative data and analyses, it reaches a number of important conclusions. First, our study shows that the experience of long-term unemployment has a negative impact on different dimensions of young people’s lives. When compared to employed youth, unemployed youth are less satisfied with their lives, more isolated, and less independent financially. Second, however, there are important variations across the four cities. This means that, in spite of widespread retrenchments, in some places the welfare state still acts as a buffer against unemployment. Third, although young unemployed people participate in politics equally if not slightly more than employed youth, the young unemployed are often disconnected from politics. This is so even when they have important grievances to express in the face of high youth unemployment, precarious working conditions, and grim future perspectives on the labor market. This book will be useful for scholars interested in unemployment politics and youth politics, researchers and teachers in political science, sociology, and social psychology.
