Book excerpt: "In summary, all of us need to recognize that the cyber revolution brings us into a new age as surely as the industrial revolution did two centuries ago. Now, as then, our continued security requires a reordering of national priorities and new understanding about our respective roles in support of the national goals. The relationships that have stood us in such good stead through the end of the second millennium must give way to new ones better suited to the third."--Page xi.

Book Homeland Security and Critical Infrastructure Protection

Download or read book Homeland Security and Critical Infrastructure Protection written by Ryan K. Baggett and published by Bloomsbury Publishing USA. This book was released on 2018-07-11 with total page 433 pages. Available in PDF, EPUB and Kindle. Book excerpt: A compelling overview of systems and strategies implemented to safeguard U.S. resources from a plethora of threats, the vulnerabilities and security gaps in these infrastructure systems, and options to enable the future security of the homeland. Since the first edition of this book was published in 2009, significant changes have occurred in the security landscape, both domestically and internationally. This second edition is thoroughly updated to reflect those changes, offering a complete review of the various security and resilience measures currently in place and potential strategies to safeguard life and property within the U.S. homeland. As noted in the U.S. Department of Homeland Security's National Preparedness Goal, the mission area of protection is vital to the homeland in its focus on actions to protect people, vital interests, and our nation's way of life. With that in mind, this book discusses strategies such as risk analysis and assessment, information sharing, and continuity planning. The authors focus on relevant and timely threats and hazards facing specific infrastructure components including, but not limited to, agriculture and food, banking and finance, water, energy, telecommunications, and transportation. The dynamic posture of critical infrastructure security and resilience (CISR) underscores the importance of an integrated, layered all-hazards approach. In describing this approach, the book includes new chapters on planning and guidance, public and private partnerships, cyber issues and threats, and careers in infrastructure protection. Additions such as discussion questions, learning objectives, and fundamental concepts for each chapter provide additional direction for instructors and students alike.

Book Critical Foundations Protecting America s Infrastructures The Report of the President s Commission on Critical Infrastructure Protection

Download or read book Critical Foundations Protecting America s Infrastructures The Report of the President s Commission on Critical Infrastructure Protection written by and published by . This book was released on 1997 with total page 189 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is no doubt that our critical infrastructures are the best in the world-largely the result of the tremendous efficiency and global reach made possible by incorporation of our rapidly advancing information and communication technology. In fact, we found all our infrastructures increasingly dependent on information and communications systems that criss-cross the nation and span the globe. That dependence is the source of rising vulnerabilities and, therefore, it is where we concentrated our effort. We found no evidence of an impending cyber attack which could have a debilitating effect on the nation's critical infrastructures. While we see no electronic disaster around the corner, this is no basis for complacency. We did find widespread capability to exploit infrastructure vulnerabilities. The capability to do harm-particularly through information networks - is real; it is growing at an alarming rate; and we have little defense against it. Because the infrastructures are mainly privately owned and operated, we concluded that critical infrastructure assurance is a shared responsibility of the public and private sectors. The only sure path to protected infrastructures in the years ahead is through a real partnership between infrastructure owners and operators and the government. Consequently, in addition to our recommendations about improving our government's focus on infrastructure assurance in the Information Age, you will find some recommendations for collaborative public and private organizational arrangements that challenge our conventional way of thinking about government and private sector interaction.

Book Critical Infrastructure Protection in Homeland Security

Download or read book Critical Infrastructure Protection in Homeland Security written by Ted G. Lewis and published by John Wiley & Sons. This book was released on 2006-03-31 with total page 488 pages. Available in PDF, EPUB and Kindle. Book excerpt: A scientific approach to the new field of critical infrastructure protection This book offers a unique scientific approach to the new field of critical infrastructure protection: it uses network theory, optimization theory, and simulation software to analyze and understand how infrastructure sectors evolve, where they are vulnerable, and how they can best be protected. The author demonstrates that infrastructure sectors as diverse as water, power, energy, telecommunications, and the Internet have remarkably similar structures. This observation leads to a rigorous approach to vulnerability analysis in all of these sectors. The analyst can then decide the best way to allocate limited funds to minimize risk, regardless of industry sector. The key question addressed in this timely book is: What should be protected and how? The author proposes that the answer lies in allocating a nation's scarce resources to the most critical components of each infra-structure--the so-called critical nodes. Using network theory as a foundation, readers learn how to identifya small handful of critical nodes and then allocate resources to reduce or eliminate risk across the entire sector. A comprehensive set of electronic media is provided on a CD-ROM in the back of the book that supports in-class and self-tutored instruction. Students can copy these professionally produced audio-video lectures onto a PC (Microsoft Windows(r) and Apple Macintosh(r) compatible) for repeated viewing at their own pace. Another unique feature of the book is the open-source software for demonstrating concepts and streamlining the math needed for vulnerability analysis. Updates, as well as a discussion forum, are available from www.CHDS.us. This book is essential for all corporate, government agency, and military professionals tasked with assessingvulnerability and developing and implementing protection systems. In addition, the book is recommended for upper-level undergraduate and graduate students studying national security, computing, and other disciplines where infrastructure security is an issue.

Book Critical Information Infrastructure Protection and the Law

Download or read book Critical Information Infrastructure Protection and the Law written by National Academy of Engineering and published by National Academies Press. This book was released on 2003-05-21 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: All critical infrastructures are increasingly dependent on the information infrastructure for information management, communications, and control functions. Protection of the critical information infrastructure (CIIP), therefore, is of prime concern. To help with this step, the National Academy of Engineering asked the NRC to assess the various legal issues associated with CIIP. These issues include incentives and disincentives for information sharing between the public and private sectors, and the role of FOIA and antitrust laws as a barrier or facilitator to progress. The report also provides a preliminary analysis of the role of criminal law, liability law, and the establishment of best practices, in encouraging various stakeholders to secure their computer systems and networks.

Book Critical Infrastructure Protection

Download or read book Critical Infrastructure Protection written by L. Kruszka and published by IOS Press. This book was released on 2019-05-10 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent decades have seen an increase in the number of terrorist attacks, necessitating the development of more efficient global security policies. One of the most important elements of this enhanced security is the protection of critical infrastructure. This book presents edited contributions from the NATO Advanced Training Course (ATC) on Critical Infrastructure Protection - Best Practices and Innovative Methods of Protection, held in Agadir, Morocco, from 6 to 12 May 2018. The main objective of the course was to bring together specialists working in the area of protecting critical infrastructure in NATO Member and Partner countries to share their knowledge and expertise. One lecture block was dedicated to important legal aspects, as these differ from country to country. The other main topic areas included the structural design and protection of critical infrastructure, new materials and material analysis, and material and construction testing at elevated impact velocities via experiment and numerical simulation. New designs for critical infrastructure elements were also demonstrated. The course provided an ideal forum for speakers and participants from government, academia, and military bodies to exchange information and best practice, while at the same time creating links to foster further collaboration and the exchange of ideas about the protection of critical infrastructure, and the book will be of interest to all those whose work involves protecting critical infrastructure from the threat of terrorist attack.

This book was released on 2016-10-12 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: Hybrid conflicts are characterized by multi-layered efforts to undermine the functioning of the State or polarize society. This book presents results, recommendations and best practices from the NATO Advanced Research Workshop (ARW) "Critical Infrastructure Protection Against Hybrid Warfare Security Related Challenges", held in Stockholm, Sweden, in May 2016. The main objective of this workshop was to help and support NATO in the field of hybrid conflicts by developing a set of tools to deter and defend against adversaries mounting a hybrid offensive. Addressing the current state of critical infrastructure protection (CIP) and the challenges evolving in the region due to non-traditional threats which often transcend national borders – such as cyber attacks, terrorism, and attacks on energy supply – the widely ranging group of international experts who convened for this workshop provided solutions from a number of perspectives to counter the new and emerging challenges affecting the security of modern infrastructure. Opportunities for public-private partnerships in NATO member and partner countries were also identified. The book provides a highly topical resource which identifies common solutions for combating major hazards and challenges – namely cyber attacks, terrorist attacks on energy supply, man-made disasters, information warfare and maritime security risks – and will be of interest to all those striving to maintain stability and avoid adverse effects on the safety and well-being of society.

Book Securing the Homeland

    Book Details:
  • Author : Myriam Anna Dunn
  • Publisher : Routledge
  • Release : 2020-04-28
  • ISBN : 1134069197
  • Pages : 218 pages

Download or read book Securing the Homeland written by Myriam Anna Dunn and published by Routledge. This book was released on 2020-04-28 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: This edited volume uses a ‘constructivist/reflexive’ approach to address critical infrastructure protection (CIP), a central political practice associated with national security. The politics of CIP, and the construction of the threat they are meant to counter, effectively establish a powerful discursive connection between that the traditional and normal conditions for day-to-day politics and the exceptional dynamics of national security. Combining political theory and empirical case studies, this volume addresses key issues related to protection and the governance of insecurity in the contemporary world. The contributors track the transformation and evolution of critical infrastructures (and closely related issues of homeland security) into a security problem, and analyze how practices associated with CIP constitute, and are an expression of, changing notions of security and insecurity. The book explores aspects of ‘securitisation’ as well as at practices, audiences, and contexts that enable and constrain the production of the specific form of governmentality that CIP exemplifies. It also explores the rationalities at play, the effects of these security practices, and the implications for our understanding of security and politics today.

Book Cyber Physical Threat Intelligence for Critical Infrastructures Security

Download or read book Cyber Physical Threat Intelligence for Critical Infrastructures Security written by John Soldatos and published by . This book was released on 2020-06-30 with total page 450 pages. Available in PDF, EPUB and Kindle. Book excerpt: Modern critical infrastructures comprise of many interconnected cyber and physical assets, and as such are large scale cyber-physical systems. Hence, the conventional approach of securing these infrastructures by addressing cyber security and physical security separately is no longer effective. Rather more integrated approaches that address the security of cyber and physical assets at the same time are required. This book presents integrated (i.e. cyber and physical) security approaches and technologies for the critical infrastructures that underpin our societies. Specifically, it introduces advanced techniques for threat detection, risk assessment and security information sharing, based on leading edge technologies like machine learning, security knowledge modelling, IoT security and distributed ledger infrastructures. Likewise, it presets how established security technologies like Security Information and Event Management (SIEM), pen-testing, vulnerability assessment and security data analytics can be used in the context of integrated Critical Infrastructure Protection. The novel methods and techniques of the book are exemplified in case studies involving critical infrastructures in four industrial sectors, namely finance, healthcare, energy and communications. The peculiarities of critical infrastructure protection in each one of these sectors is discussed and addressed based on sector-specific solutions. The advent of the fourth industrial revolution (Industry 4.0) is expected to increase the cyber-physical nature of critical infrastructures as well as their interconnection in the scope of sectorial and cross-sector value chains. Therefore, the demand for solutions that foster the interplay between cyber and physical security, and enable Cyber-Physical Threat Intelligence is likely to explode. In this book, we have shed light on the structure of such integrated security systems, as well as on the technologies that will underpin their operation. We hope that Security and Critical Infrastructure Protection stakeholders will find the book useful when planning their future security strategies.
