The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Essays in part three examine the shift some states have made away from nonproliferation treaties and regimes toward more forceful and proactive policies of counterproliferation, such as the Proliferation Security Initiative, which coordinates efforts to search and seize suspect shipments of WMD-related materials.

These debates have grown only more intense in the last ten to fifteen years. Despite such debates, American presidents have steered a fairly consistent course promoting nonproliferation, innovating along the way, while also coping with its periodic failures. The end of the Cold War seemed to make new things possible for nonproliferation, with the promise of even more cooperation between East and West on specific proliferation challenges. And the Persian Gulf War of 1990-91 seemed to make new things necessary, as the United States faced the first regional war under the shadow of weapons of mass destruction. First President George H.W. Bush and then President William Clinton committed the federal government to significant political efforts to strengthen the tools of nonproliferation policy.

Book excerpt: The proliferation of nuclear, biological, and chemical (NBC) weapons poses major strategic and operational challenges to the United States and an important political challenge to the international community. In the hands of hostile states, these weapons threaten stability in key regions, put U.S. forces at risk, and undermine the U.S. ability to project power and to reassure friends and allies. Increasingly, the American homeland is at risk as well. U.S. intelligence officials routinely warn that more than a dozen states are actively pursuing offensive chemical or biological weapons programs. Moreover, the 1998 Indian and Pakistani nuclear tests, as well as lingering concerns over the status of the North Korean program, underscore the continuing nuclear aspirations of key states. Many states also seek ballistic and, increasingly, cruise missiles or other platforms capable of delivering NBC payloads. Proliferation trends point to a problem of growing complexity: a deepening of NBC capabilities among current proliferators; the spread of NBC-relevant technologies that comprise virtual capabilities for would be future proliferators; and the growing potential for subnational or statesponsored NBC terrorism.

Taken together, these scenarios demonstrate the complex, multifaceted nature of the WMD challenge for American decision-makers and illustrate the demands that such events could place on the entire apparatus of government, alliances, and the American people. Our findings are drawn from ongoing research conducted at the National Defense University's Center for the Study of Weapons of Mass Destruction and reflect nonpartisan perspectives and conclusions drawn from extensive interactions with scores of former and serving senior U.S. officials and nationally recognized subject matter experts. This introductory section presents findings and recommendations suitable for senior civilian and military leaders whose responsibilities include different aspects of the WMD challenge and require them to integrate their departments' activities with those of other departments and foreign governments to prevent proliferation, protect against the effects of proliferation, or respond to the consequences of WMD use. It also describes the present and evolving WMD threat, reviews first principles in combating WMD, and emphasizes the need to act decisively to meet today's challenges. The need to examine such issues is clear. Perhaps no problem facing civilian and military decision makers today is as urgent and important as the effort to control the proliferation of such weapons. Put simply, WMD proliferation represents one of the most complex and fundamental threats to security today. Attended by many of the premier experts in the field, the NDU Symposium explored a broad spectrum of issues ranging from the incentives and disincentives for proliferation to non- and counterproliferation policies and programs. The panelists discussed such critical issues as how effectively present controls to prevent proliferation are working and how to protect against proliferation when it occurs. Most impressively, the participants ventured to identify alternative perspectives and approaches that may contribute to meeting the common challenges. All this unfolds in the pages that follow.
