Book excerpt: Prostitution, Harm and Gender Inequality brings together international research exploring the range of gendered harms to women involved in prostitution and the consequences of growth of the sex industry for global gender relations. While there is an increasing amount of research and academic output on prostitution, the current focus is often on discussion and critique of policy frameworks, and contemporary debates over harm are largely limited to sex trafficking and sexual exploitation of children. Less attention is paid to questions of how the sex industry perpetuates notions of objectification and male entitlement with respect to sexual access to women's bodies, despite being key feminist concerns for several decades. This position has become effectively marginalized, but the global growth and industrialization of the sex industry requires a return to these questions. Through exploring gendered inequality and re-engaging with an understanding of prostitution as harmful with impacts on the self and body that are experienced as abusive but do not always constitute violence, this book introduces a range of research and thinking, while also drawing on existing literature to explore the consequences of prostitution for women in the sex industry and wider gender relations. These issues are discussed with regard to: coercion and recruitment, including trafficking; notions of male entitlement in accounts of men who buy sex; critical interrogations of agency and choice; legal and policy frameworks; and representations of prostitution in popular culture.

Book excerpt: "In Cambodia, those tasked with upholding the law often inflict some of the worst abuses. Sex workers in particular know this to be true. Women and girls involved in sex work face beatings, rape, sexual harassment, extortion, arbitrary arrest and detention, and other abuses from officials charged with enforcing the law. The perpetrators include police, public park security guards, and officials working in centers and offices run by the Ministry of Social Affairs, Veterans, and Youth Rehabilitation (MOSAVY). 'Off the Streets,' documents the abuses based on interviews with more than 50 sex workers and group discussions with dozens more. Sex workers told Human Rights Watch that police officers beat them with their fists, sticks, wooden handles, and batons that administer electric shocks. Police officers also threatened sex workers with guns. In several instances, police officers raped sex workers while they were in police detention. Some sex workers described being detained in government centers under horrific conditions, with restricted freedom of movement, experiencing or witnessing beatings or rapes, and with inadequate food and medical care. Crimes by officials against sex workers are almost never prosecuted. The report also analyzes the impact of a 2008 Cambodian law on trafficking and sexual exploitation. While the new law has some useful provisions on trafficking, it criminalizes 'solicitation' by sex workers in ways that open the door to continuing police abuse against such individuals. Human Rights Watch urges the Cambodian government to end impunity by holding the perpetrators of these abuses accountable, and to shut down Social Affairs centers where many of the abuses take place. Donors and UN agencies should use their influence when engaging with the Cambodian government to ensure that this happens."--P. [4] of cover.

Book excerpt: Papua New Guinea is one of the many former British Commonwealth colonies which maintain the criminalisation of the sexual activities of two groups, despite the fact that the sex takes place between consenting adults in private: sellers of sex and males who have sex with males. The English common law system was imposed on the colonies with little regard for the social regulation and belief systems of the colonised, and in most instances, was retained and developed post-Independence, regardless of the infringements of human rights involved. Now the HIV pandemic has thrown a spotlight, not altogether welcome, on the sexual activities of these two groups. In Papua New Guinea, a growing body of behavioural research has focused on such matters as individual sexual partnering, condom use and awareness of HIV. My work, however, has a different purpose. I chose the terms in the title to highlight a nexus which I believe exists between the criminal law and negative attitudes of society. At an international level, the argument has been put that decriminalising sex work and sodomy will facilitate HIV epidemic management, reducing the stigma and discrimination these groups encounter and making them easier to reach. I undertook my research therefore with the aim of gaining deeper understanding of the effects the current situation of criminalisation might have on the social lives of these criminalised people today, in the country generally and in Port Moresby the capital in particular, and whether these effects might provide evidence to support the argument for law reform. This is a rich and well-researched study of the legal, social and moral issues surrounding the criminalisation of two forms of consensual sex….
