Book excerpt: As we move into the final decade of the twentieth century, the struggle for peace and development in Southern Africa continues. Recent events - national, regional, and global - suggest that the long battle against apartheid may soon be over. In South Africa, Mandela has been released, the ANC unbanned, and the Pretoria Minute provides the point of departure for talks about talks. Nambia is now independent. Embattled regimes in Angola and Mozambique have begun negotiating with formerly unrecognized guerrilla movements toward peace and reintegration. It would seem then that prospects for peace, development, and the lifting of racial oppression have never looked better in the sub-continent. Upon closer scrutiny, however, it may seem that this process is fragmented, fragile, and by no means assured of success. This collection of essays taken from an international symposium held at Dalhousie University to coincide with Nambia's independence focuses on these and other recent events in order to assess the prospects for peace and development in this region in the 1990s, and speculate on the role to be played by external state and non-state actors therein. By emphasising the post-Cold War, post-destabilization, structural adjustment policies period, this monograph seeks to make a novel contribution to the on going debates about development, democracy, and a post-apartheid South and Southern Africa. Co-published with the Dalhousie University Centre for African Studies.

Book excerpt: This edited volume transcends conventional state-centric and formalistic notions of regionalism and theorizes, conceptualizes and analyzes the complexities and contradictions of regionalization processes in contemporary Africa. The collection not only unpacks and theorizes the African state-society complex with regard to new regionalism, but also explicitly integrates the often neglected discourse of human security and human development. In so doing, the book moves the discussion of new regionalism forward at the same time as it adds important insights to security and development. It is organized into three parts. Part I theorizes, conceptualizes and analyzes the new regionalism in Africa from the point of view of the region (e.g. West, East, Central and Southern Africa). The national perspectives in Part II focus on the new regionalism in Africa from the point of view of particular countries or specific state-society complexes, such as Kenya, the Democratic Republic of the Congo (DRC), the enclave of Cabinda, Angola and Zambia. It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. The authors find at least three areas where migration is resulting in important development impacts. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. Second, by mitigating shortcomings and distortions in regional labour markets. Third, by providing support to struggling rural economies and ever expanding urban areas in terms of livelihoods and social capital transfers. Chapter One consists of a study of the country’s historical experience of migration and, in particular, analyses the changes in official attitudes throughout the twentieth century, indicating the roots of contemporary ideas and policy dilemmas. Chapters Two, Three, Four and Five complement this analysis of the South African State’s capacity to reform and manage the South African migration situation by looking at often neglected dimensions: the first explores the question of skilled labour, a crucial question given the unbalanced structure of the South African labour market; the second examines the impact of migration on local government in South African cities and specifically implications for urban planning, service delivery, health, security, and political accountability; the third analyses the nature of undocumented migration to South Africa and the challenges it raises to both State and non-State actors; The book concludes with an examination of health as a critical issue when examining the relationship between migration and development in South Africa, in light of recent empirical data.
