As Hong Kong's government contemplates electoral reform in the run-up to the 2017 election, concerns are growing that China's central government will attempt to control the election by allowing only pro-Beijing candidates to run for Chief Executive. Concerns over press freedom have also grown in the wake of several incidents in which journalists have been violently attacked or fired.

Book excerpt: This book examines Western efforts at democracy promotion, reactions by illiberal challengers and regional powers, and political and societal conditions in target states. It is argued that Western powers are not unequivocally committed to the promotion of democracy and human rights, while non-democratic regional powers cannot simply be described as "autocracy supporters". This volume examines in detail the challenges by three illiberal regional powers — China, Russia and Saudi Arabia — to Western (US and EU) efforts at democracy promotion. The contributions specifically analyze their actions in Ethiopia and Angola in the case of China, Georgia and Ukraine in the case of Russia, and Tunisia in the case of Saudi Arabia. Democratic powers such as the US or the EU usually prefer stability over human rights and democracy. If democratic movements threaten stability in a region, neither the US nor the EU supports them. As to illiberal powers, they are generally not that different from their democratic counterparts. They also prefer stability over turmoil. Neither Russia nor China nor Saudi Arabia explicitly promote autocracy. Instead, they seek to suppress democratic movements in their periphery the minute these groups threaten their security interests or are perceived to endanger their regime survival. This book adopts an actor-centered approach in the study of democratization and places civil society as the focus of the analysis. The OCLP campaign was an attempt to transfer leadership of democratization from political parties to civil society, while the incorporation of Deliberation Days further let ordinary participants decide on the electoral proposals. The democratic ideals of civil society activists and the mobilization of radical democrats led the campaign to enter a radical position. The Chinese government interpreted democratization in Hong Kong from a regime security perspective and took a hardliner position. After the Occupy Movement finally occurred, the leadership of civil society and the conception of civil disobedience contained the radical protesters. However, after the movement, civil society organizations were blamed for its failure, and contention in Hong Kong became more transgressive and decentralized. Firstly, it argues that the study of non-Western, non-White, and Third-World discourses should become a legitimate, necessary, and routine part of international discourse scholarship. Hitherto, non-Western, non-White, and Third-Word discourses have been relegated and marginalized to a 'local', 'particular', or 'other' place in (or, one might argue, outside) the mainstream. To reclaim their place, the book deconstructs the rhetoric of universalism and the continued preoccupation with Western discourse in the profession, and stresses the cultural nature of discourse, both ordinary and disciplinary, as it outlines a culturally pluralist vision. Secondly, in order to take the multicultural view seriously, it explores the complexity, diversity, and forms of otherness of non-Western discourse by examining the case of China and Hong Kong's discourses of the decolonization of the latter. Far too often, non-Western discourse has been stereotyped as externally discrete, internally homogeneous, and formally containable within a 'universal', 'general', or 'integrated' model. The present work focuses on China and Hong Kong's discourses, which have been marginalized by their Western counterparts. Through culturally eclectic linguistic analysis and local cultural analysis, it identifies and highlights the specific ways of speaking of China and Hong Kong - their concepts, concerns, aspirations, resistance, verbal strategies, etc. - with respect to similar or different issues. The culturally pluralist view and analytical practice proffered here call for a radical cultural change in international scholarship on language, communication, and discourse.
