Book excerpt: Fossil fuels will be used extensively and CO2 emissions will rise over the next half century, if no new policies are put in place. It is clear that such a development is not sustainable. A number of options exist that can reduce the CO2 emissions from the energy system. These include improved energy efficiency and a switch to renewable and nuclear energy. However, policies based on these options will, at best, only partly solve the problem. Carbon dioxide capture and storage (CCS) technologies constitute another promising option that can drastically reduce these emissions. To accomplish this, governments need to take action now to ensure that CCS technologies are developed and deployed on a large scale over the next few decades. This publication describes the challenges that must be overcome for a CCS strategy to reach market introduction and achieve its full potential within the next 30-50 years. The quantitative and qualitative analyzes in this book reveal that large-scale uptake of capture and storage technologies is probably 10 years off, and that without a major increase in RD&D investment, the technology will not be in place to realize its full potential in the coming decades. Effective emission reduction incentives will be needed to achieve market deployment from 2015 onward. Additional policies will have to be implemented to remove barriers and reduce uncertainties. If the right action is taken, CCS could become an essential 'transition technology' to a sustainable energy system for the next 50 to 100 years.

Book excerpt: Carbon capture and storage (CCS) is the process of capturing carbon dioxide (CO2) prior to its being emitted into the atmosphere, then either using it in a commercial application or storing it in geological formations for hundreds to thousands of years. If policies aimed at large reductions of CO2 emissions from industrial sources and power plants are enacted, more CCS will be needed. RAND researchers explored the ability of the industrial base supporting the transportation and storage of CO2 to expand, assessing the industrial base for transportation and injection for CO2 for both geologic storage and enhanced oil recovery. They also identified and quantified the activities, equipment, and labor required for transporting CO2 to an injection site, using it in oil recovery, and storing it in a geologic formation. RAND developed four scenarios for future CCS development and determined that under most of them, significant expansion of geologic storage capacity is required after 2025, and that based on current activities, it appears that the industrial base supporting the development of geologic storage has the ability to meet increased needs for CO2 storage.

CCS involves the capture, transport and long-term storage of carbon dioxide, usually in geological reservoirs deep underground that would otherwise be released to the atmosphere. Carbon dioxide capture and storage offers important possibilities for making further use of fossil fuels more compatible with climate change mitigation policies. The largest volumes of CO2 could be captured from large point sources such as from power generation, which alone accounts for about 40 per cent of total anthropogenic CO2 emissions. The development of capture technologies in the power generation sector could be particularly important in view of the projected increase in demand for electricity in fast developing countries with enormous coal reserves (IEA 2002a). Although, this prospect is promising, more research is needed to overcome several hurdles such as important costs of capture technology and the match of large capture sources with adequate geological storage sites.
