Book excerpt: The United States and Canada conduct the world's largest bilateral trade relationship, with total merchandise trade (exports and imports) exceeding $499.3 billion in 2005. The U.S.-Canadian relationship revolves around the themes of integration and asymmetry: integration from successive trade liberalization from the U.S.-Canada Auto Pact of 1965 leading to the North American Free Trade Agreement (NAFTA) of 1994, and asymmetry resulting from Canadian dependence on the U.S. market and from the disparate size of the two economies. Canada is the largest single country trading partner of the United States. In 2005, total merchandise trade with Canada consisted of $287.9 billion in imports and $211.4 billion in exports. While Canada is an important trading partner for the United States, the United States is the dominant trade partner for Canada, and trade is a dominant feature of the Canadian economy. Automobiles and auto parts, a sector which has become highly integrated due to free trade, make up the largest sector of traded products. Canada is also the largest exporter of energy to the United States. Like the United States, the Canadian economy is affected by the transformation of China into an economic superpower. The U.S. trade deficit with Canada has continued to increase, but the rate of increase declined in 2005 perhaps partly due to the 30% rise in the Canadian dollar since 2002. The United States and Canada also have significant stakes in each other's economy through foreign direct investment. Disputes concerning softwood lumber, wheat, and the disposition of antidumping duties (the Byrd Amendment) have been addressed by dispute settlement bodies at the WTO and NAFTA. The terrorist attacks of 2001 focused attention on the U.S.-Canadian border. Several bilateral initiatives have been undertaken to minimize disruption to commerce from added border security. The focus on the border has renewed interest in some quarters in greater economic integration.

It also addresses the exchange rate relationship between the two dollars, and how this affects the trade outlook. An appendix by John Williamson calculated a fundamental equilibrium exhange rate for the Canadian dollar.

These are Canada's actions to overcome America's huge direct investment in Canada and Canada's industrial strategy to reduce export of raw materials to the U.S. and to increase high technology exports. Data was gathered using a literature search and personal interviews with U.S. and Canadian trade consuls and industrialists. The sequence of recent Canadian laws and regulatory actions are examined and reveal that Canada may be on a collision course with the U.S. This could result in a reduced economic growth for both countries. A better approach, which the U.S. should encourage, is to reduce artificial tariff and legal barriers on a cooperative basis. This would enable the natural economic laws of comparative advantage, market competition and scale to achieve improved efficiency and higher living standards for the people of both countries. It is hoped that the strains of economic nationalism can be overcome by enlightened governmental actions and the personal ties and mutual concerns which are stronger than any other two countries in the world. Book excerpt: The United States – Mexico – Canada Agreement (USMCA) was signed on November 30, 2018 and aims to replace and modernize the North-American Free Trade Agreement (NAFTA). This paper uses a global, multisector, computable-general-equilibrium model to provide an analytical assessment of five key provisions in the new agreement, including tighter rules of origin in the automotive, textiles and apparel sectors, more liberalized agricultural trade, and other trade facilitation measures. The results show that together these provisions would adversely affect trade in the automotive, textiles and apparel sectors, while generating modest aggregate gains in terms of welfare, mostly driven by improved goods market access, with a negligible effect on real GDP. The welfare benefits from USMCA would be greatly enhanced with the elimination of U.S. tariffs on steel and aluminum imports from Canada and Mexico and the elimination of the Canadian and Mexican import surtaxes imposed after the U.S. tariffs were put in place.
