It demonstrates that the primary cause triggering conflict among fishers in Indonesia is not exploitation, but domination. This domination causes injustice in terms of access among fishers, which in turn threatens their livelihood. The author unpacks the influence of political parties, and how macro-economic conditions and public policy have become contextual variables of these class conflicts in the fisheries community. The book presents the unique characteristics of class conflicts among fishers compared to class conflicts in industrial sectors, underpinned by Marxist theory. The main theme of this research is the three-pillar framework of the Tanah-Air concept, which includes the political culture of persatuan nasional (national unity), the strategic culture of cakra manggilingan (turning of the times from dark to golden periods), and the geopolitical context of posisi silang dunia (world crossroad position). The findings of this publication indicate the dominant influence of Javanese political culture, philosophy, values, and traditions on the distinct character of Indonesia’s maritime orientation. Specifically, Javanese political philosophy and traditions within each pillar of Tanah-Air have influenced continuity rather than change in the evolution of Indonesia’s maritime policy. This book helps readers understand how the defining theme of unity in national political culture has shaped the evolution of Indonesia’s maritime policy from 1945 to 2019. It illustrates how the continuous influence of the theme of national unity as devised by the political elites through history has addressed the realities of the archipelago’s geography, and it is significant from both an academic and practical policy perspective. A book designed for academics and the general public interested in gaining greater insight and knowledge on Indonesia’s maritime policy and maritime nation aspirations.

Next, the paper emphasizes the importance of capacity building and highlights how cross-sectoral interventions can greatly improve the livelihoods of fish-dependent communities. The paper then proposes a series of broad pro-poor or pro-small-scale fisheries principles, before discussing in greater detail three of the main management instruments adopted in fisheries: (i) property right approaches; (ii) co-management; and (iii) protected areas. Because fisheries have a direct impact on the ecosystem, which is also impacted by other human activities, they need to be managed in an ecosystem context. The meaning of the terms "ecosystem management", "ecosystem-based management", "ecosystem approach to fisheries" (EAF), etc., are still not universally defined and progressively evolving. The justification of EAF is evident in the characteristics of an exploited ecosystem and the impacts resulting from fisheries and other activities. The rich set of international agreements of relevance to EAF contains a large number of principles and conceptual objectives. Both provide a fundamental guidance and a significant challenge for the implementation of EAF. The available international instruments also provide the institutional foundations for EAF. The FAO Code of Conduct for Responsible Fisheries is particularly important in this respect and contains provisions for practically all aspects of the approach. One major difficulty in defining EAF lies precisely in turning the available concepts and principles into operational objectives from which an EAF management plan would more easily be developed. The paper discusses these together with the types of action needed to achieve them. Experience in EAF implementation is still limited but some issues are already apparent,e.g. in added complexity, insufficient capacity, slow implementation, need for a pragmatic approach, etc. It is argued, in conclusion, that the future of EAF and fisheries depends on the way in which the two fundamental concepts of fisheries management and ecosystem management, and their respective stakeholders, will join efforts or collide.

While the primary orientation of the manual is towards rivers of the temperate zone, the techniques described can be applied to the restoration of rivers of similar dimensions in other climatic areas.
