Book excerpt: It is manifest in developing countries around the world that the “shock” therapy administered to their economies by the neoliberal model of structural adjustment has failed, leaving much social and economic destruction in its wake. In Latin America this failure has led to a resurgence of interest in alternative models, some of them deploying various versions of socialism, as in Bolivia, Chile, and Venezuela, which has given rise to talk about the new “pink tide” enveloping the region. In this comparative study of four economies that have been making a transition to the market from their orthodox socialist pasts, Laura Enríquez focuses our attention on the plight of the small farmer in particular and on the importance of this sector for the overall socioeconomic success of the transition. Through this comparison, we see the similarities between Nicaragua and Russia in their rapid retreat from socialism and their adoption of reforms that have placed small agriculture, especially that focused on food crops, at a distinct disadvantage relative to export-oriented production. By contrast, Cuba has been more like China in adopting aspects of market reform while emphasizing small-scale cooperative and private farming in an effort to achieve food self-sufficiency. Drawing insights from Karl Polanyi’s study of the social and economic effects of the expansion of market relations in the nineteenth century, Enríquez highlights the role of the state in each of these countries in driving change in a certain direction: toward de-emphasis of small-scale farming and the eventual assumed demise of the peasantry in Nicaragua and Russia, which has led to countermovements of peasants struggling to survive, and toward the reconfirmation of the value of small farming in contributing to balanced economic development in Cuba and China.

Book excerpt: This book examines the implications of Article 12 of the UN Convention on the Rights of Persons with Disabilities (CRPD), its resulting standard of protection for persons with disabilities and the way it is understood and implemented in its diverse signatory states. Its overarching theme is to assess the impact of CRPD Article 12 on the private law concept of legal capacity and its limitations, the significance of which carries over into the realm of penal law regulations. Its impact is analysed primarily from the legal point of view, but with due regard for its psychological and psychiatric ramifications. Recognising the importance of these disciplines is important when implementing CRPD Article 12 into domestic law, as they contribute to the determinants in creating a qualificatory legal framework for all, persons with disabilities in particular, to exercise their rights to legal capacity without let or hindrance. As active legal capacity is a notion rooted in and coming from private law, this forms the main research perspective. The first section discusses the foundational concepts constituting the CRPD Article 12 standard from domestic private law and international law perspectives. The work shows that the concepts adopted in private law interact with the protection of persons with disabilities as victims provided for in criminal law. Winner of the Luciano Tomassini Latin American Relations Book Award of the Luciano Tomassini Latin American Relations The Myth of the Democratic Peacekeeper reevaluates how United Nations peacekeeping missions reform (or fail to reform) their participating members. It investigates how such missions affect military organizations and civil-military relations as countries transition to a more democratic system. Two-thirds of the UN’s peacekeepers come from developing nations, many of which are transitioning to democracy as well. The assumption is that these “blue helmet” peacekeepers learn not only to appreciate democratic principles through their mission work but also to develop an international outlook and new ideas about conflict prevention. Arturo C. Sotomayor debunks this myth, arguing that democratic practices don’t just “rub off” on UN peacekeepers. So what, if any, benefit accrues to these troops from emerging democracies? In this richly detailed study of a decade’s worth of research (2001–2010) on Argentine, Brazilian, and Uruguayan peacekeeping participation, Sotomayor draws upon international socialization theory and civil-military relations to understand how peacekeeping efforts impact participating armed forces. He asks three questions: Does peacekeeping reform military organizations? Can peacekeeping socialize soldiers to become more liberalized and civilianized? Does peacekeeping improve defense and foreign policy integration? His evaluation of the three countries’ involvement in the UN Stabilization Mission in Haiti reinforces his final analysis—that successful democratic transitions must include a military organization open to change and a civilian leadership that exercises its oversight responsibilities. The Myth of the Democratic Peacekeeper contributes to international relations theory and to substantive issues in civil-military relations and comparative politics. It provides a novel argument about how peacekeeping works and further insight into how international factors affect domestic politics as well as how international institutions affect democratizing efforts.
