Book excerpt: For-profit schools -- also known as proprietary schools -- received over $16 billion in federal loans, grants, and campus-based aid under Title IV of the Higher Education Act in 2007/08. This report determined: (1) how the student loan default profile of proprietary schools compares with that of other types of schools; and (2) the extent to which the U.S. Dept. of Education's policies and procedures for monitoring student eligibility requirements for federal aid at proprietary schools protect students and the investment of Title IV funds. To address these objectives, the author conducted site visits and undercover investigations at proprietary schools, and interviewed officials from Education, higher education assoc., and state oversight agencies. Book Welfare Transformed

  • Author : Robert Cherry
  • Publisher : Oxford University Press
  • Release : 2007-08-22
  • ISBN : 0198040385
  • Pages : 226 pages

Download or read book Welfare Transformed written by Robert Cherry and published by Oxford University Press. This book was released on 2007-08-22 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the ten years after President Clinton made good on his promise to "end welfare as we know it" by signing the reform act of 1996, the number of families on welfare dropped by over three million. This hotly contested legislation has fueled countless hyperbolic arguments from both sides of the political spectrum rather than a clearheaded examination of the actual results of the reform. Robert Cherry steps into the fray with a story that differs sharply from both conservative and liberal critiques. He portrays the women who left welfare as success stories rather than victims, and stresses the many positive lessons of the policy initiatives that accompanied the reform without downplaying the problems it created. The result is an eye-opening look at the ground-level repercussions of welfare policy changes, developments that have been overshadowed by partisan politics for too long. Anchored by solid economic research and policy background, Welfare Transformed comes alive with revealing interviews of key members of the Clinton Administration, directors and staff at welfare-to-work programs and community colleges, and - most importantly - welfare leavers themselves. Cherry carefully explains the factors (racial, social, economic, generational) that spurred and shaped the reform, and moves past partisan rhetoric in his review of its effects. Instead, he pays attention to concrete data and real people's experiences that combine to provide a full account of the legislation's aftermath. Armed with this new view, Cherry offers a range of strong suggestions for transforming successful welfare policies into universal family policies, from strengthening federal economic supports for working families to improving our community colleges. A refreshing take on a lightning-rod subject, this book is certain to foment heated discussions among all who read it.

Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on the delivery of public examinations offered by the main examining boards in England since Victorian England. The investigation reveals that the provision of examinations was as controversial in the nineteenth century as it is today, particularly since the government is now determined to bring in reform. The issues of grade inflation, the place of coursework in marking, and the introduction of technological change all feature in this book. Educational policy is primarily examined as well as some reference to the global scene. The study analyses archival material from a wide range of sources, including those records stored at the National Archives and the London Metropolitan Archives. An emphasis is placed upon the various institutions that contributed to the process, including the Royal Society of Arts, the London Chamber of Commerce, the City of Guilds of London Institute and the University of London. Attention is given to the findings of the Taunton Commission and the Bryce Commission and shorter reports such as the Northcote-Trevelyn Report which served to radicalise entry and recruitment to the Civil Service. The modern GCSE and the plans for I-levels are considered and key observations are made about the efficacy of those examinations offered by Oxford and Cambridge universities and O-levels, A-levels and NVQs, The reader is given every opportunity to benefit enthusiastically in this account of examinations, and those engaged in education, whether teachers, examiners, students or administrators, will be able to gain useful insights into the workings of the examination system.

Book Debtfare States and the Poverty Industry

Download or read book Debtfare States and the Poverty Industry written by Susanne Soederberg and published by Routledge. This book was released on 2014-09-19 with total page 303 pages. Available in PDF, EPUB and Kindle. Book excerpt: WINNER of the BISA IPEG Book Prize 2015 http://www.bisa-ipeg.org/ipeg-book-prize-2015-winner-announced/ Under the rubric of ‘financial inclusion’, lending to the poor –in both the global North and global South –has become a highly lucrative and rapidly expanding industry since the 1990s. A key inquiry of this book is what is ‘the financial’ in which the poor are asked to join. Instead of embracing the mainstream position that financial inclusion is a natural, inevitable and mutually beneficial arrangement, Debtfare States and the Poverty Industry suggests that the structural violence inherent to neoliberalism and credit-led accumulation have created and normalized a reality in which the working poor can no longer afford to live without expensive credit. The book further transcends economic treatments of credit and debt by revealing how the poverty industry is extricably linked to the social power of money, the paradoxes in credit-led accumulation, and ‘debtfarism’. The latter refers to rhetorical and regulatory forms of governance that mediate and facilitate the expansion of the poverty industry and the reliance of the poor on credit to augment/replace their wages. Through a historically grounded analysis, the author examines various dimensions of the poverty industry ranging from the credit card, payday loan, and student loan industries in the United States to micro-lending and low-income housing finance industries in Mexico. Providing a much-needed theorization of the politics of debt, Debtfare States and the Poverty Industry has wider implications of the increasing dependence of the poor on consumer credit across the globe, this book will be of very strong interest to students and scholars of Global Political Economy, Finance, Development Studies, Geography, Law, History, and Sociology.
