Book excerpt: This document outlines a proposed coordinated strategy for the development and implementation of a National District Heating and Cooling (DHC) program. The Department of Energy (DOE) seeks public comments and suggestions regarding this document, and will consider them in the preparation of a final strategy for the development and implementation of the national program. The following three areas are of particular interest to the Department in establishing an effective plan: (1) Utility of DHC as a community energy option: This draft document briefly describes the technology of DHC as a community energy option. The strategy document outlines the utility of DHC systems in terms of scarce fuel savings, and benefits in the environmental, social, and urban development areas for communities. DOE seeks comments and suggestions regarding the correctness and completeness of the approaches to achieve these benefits. (2) Benefits of and Barriers to Adoption of DHC: This draft document identifies and discusses the benefits of successful DHC systems in the United States. The full potential of these benefits cannot be realized, however, without addessing, and in come cases alleviating as appropriate, barriers to DHC development. Therefore, this draft document also indentifies and discusses those barriers delaying or preventing the achievement of the full potential of DHC systems at the present time. DOE seeks comments and suggestions regarding the accuracy of the identification of both benefits and barriers, the existence of others not identified in the text, and their ranking in order of significance. (3) Acceleration of DHC Adoption: This draft document describes the program elements and activities that are perceived to be necessary to a national DHC implementation effort. The proposed program strategy has been designed to accelerate the adoption and expansion of DHC systems nationally and to address, where appropriate, the currently perceived barriers to the DHC development. The proposed strategy combines activities involving both the private and public sectors at the local, state, and Federal levels. DOE seeks comments and suggestions regarding the conceptual correctness of the strategy, its appropriateness, and the appropriate roles of Federal, state and local governments in helping to implement DHC installations and alleviating existing barriers.

Book excerpt: In October 1991, more than sixty executives and experts met in Alexandria, Virginia to outline a ten year Action Plan for District Heating, Cooling and Cogeneration (DHC/C). Attendees represented industry, government, non-profit associations, and academia. Their challenge was to develop a series of goals and actions that can "Make DHC/C a major contributor to the energy security, environmental quality and economy of the United States within the next decade." The Action Plan that emerged from the meeting charts an aggressive long-term strategy for the achievement of four primary goals: a credible foundation, a competitive position, an effective presence, a fair policy climate. The Action Plan describes general steps and responsibilities to reach these goals. Participants in the Plan's formative workshop are listed at the end of this document. A Work Program that schedules specific activities during 1992-1993 will be completed in the Spring of 1992.

If this rejected heat were to be used through district heating networks, given prior energy valorisation, there would be a noticeable decrease in the amount of fossil fuels imported for heating. As a consequence, benefits would be experienced in the form of an increase in energy efficiency, an improvement in energy security, and a minimisation of emitted greenhouse gases. Given that heat demand is not expected to decrease significantly in the medium term, district heating networks show the greatest potential for the development of cogeneration. Due to their cost competitiveness, flexibility in terms of the ability to use renewable energy resources (such as geothermal or solar thermal) and fossil fuels (more specifically the residual heat from combustion), and the fact that, in some cases, losses to a country/region’s energy balance can be easily integrated into district heating networks (which would not be the case in a “fully electric” future), district heating (and cooling) networks and cogeneration could become a key element for a future with greater energy security, while being more sustainable, if appropriate measures were implemented. This book therefore seeks to propose an energy strategy for a number of cities/regions/countries by proposing appropriate measures supported by detailed case studies.

Book excerpt: The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling systems. Twenty-eight communities have received HUD cooperative agreements to aid in a national feasibility assessment of district heating and cooling systems. The HUD/DOE program includes technical assistance provided by Argonne National Laboratory and Oak Ridge National Laboratory. Part of this assistance is a computer program, called the district heating strategy model, that performs preliminary calculations to analyze potential district heating and cooling systems. The model uses information about a community's physical characteristics, current electricity-supply systems, and local economic conditions to calculate heat demands, heat supplies from existing power plants and a new boiler, system construction costs, basic financial forecasts, and changes in air-pollutant emissions resulting from installation of a district heating and cooling system. This report explains the operation of the district heating strategy model, provides simplified forms for organizing the input data required, and describes and illustrates the model's output data. The report is written for three groups of people: (1) those in the HUD/DOE-sponsored communities who will be collecting input data, and studying output data, to assess the potential for district heating and cooling applications in their communiites; (2) those in any other communities who may wish to use the model for the same purpose; and (3) technical-support people assigned by the national laboratories to explain to community personnel how the model is used.
