In To Retire or Not? the nation's foremost authorities on retirement policy and practice provide a critical assessment of academic labor markets and retirement patterns, explaining how to adjust pension and other incentive programs to ensure proper replenishment of intellectual and human capital. Case studies vividly illustrate how to predict the need for special retirement programs, how to structure voluntary early-out benefit plans, and how age-based retirement incentives work in practice. Recent legal decisions are assessed and critiqued. A recent amendment to the U.S. Age Discrimination in Employment Act ended mandatory retirement for tenured faculty at colleges and universities across the country. This law let individual faculty members enjoy an economic benefit enjoyed by almost all other American workers: they could choose to continue working past age 70 or "sell" the benefit back to their universities in exchange for earlier retirement. At the same time, however, educational administrators were faced with a faculty bulge created by the expansion of the professorate in the 1960s and early '70s, and the so-called "surplus army" of Ph.D.s of the 1980s. Colleges and universities everywhere are now faced with the higher costs of retaining senior professors instead of hiring entry-level replacements at lower salaries.

Book excerpt: This report discusses whether the special circumstances of tenured faculty in higher education justify a continued exception to the national policy prohibiting age discrimination in employment, and examines a number of practical steps that are available or could be made available to address the problems raised by the elimination of mandatory retirement. Among the topics discussed are: the effects of uncapping on faculty retirement; faculty performance and institutional quality; pensions, retirement programs and costs; and retirement incentive programs. Two key conclusions are presented: (1) at most colleges and universities, few tenured faculty would continue working past age 70 if mandatory retirement is eliminated; and (2) at some research universities, a high proportion of faculty would choose to work past age 70 if mandatory retirement is eliminated. Committee recommendations include suggestions for continuing retirement income; the adoption of policies by Congress, the Internal Revenue Service, and the Equal Opportunity Commission concerning employer contributions based on estimated level of pension income; and minimum and maximum goals for inflation-protected pension income for better resource allocation and the limiting of inadvertent incentives to postpone retirement. Appendices include a description of study methods, discussion of national faculty databases, and a summary of the characteristics of institutions and faculty, and biographical sketches of committee members and staff. Book excerpt: This ninth phase of the International Social Security project, which studies the experiences of twelve developed countries, examines the effects of public pension reform on employment at older ages. In the past two decades, men’s labor force participation at older ages has increased, reversing a long-term pattern of decline; participation rates for older women have increased dramatically as well. While better health, more education, and changes in labor-supply behavior of married couples may have affected this trend, these factors alone cannot explain the magnitude of the employment increase or its large variation across countries. The studies in this volume explore how financial incentives to work at older ages have evolved as a result of public pension reforms since 1980 and how these changes have affected retirement behavior. Utilizing a common template to analyze the developments across countries, the findings suggest that social security reforms have strengthened the financial returns to working at older ages and that these enhanced financial incentives have contributed to the rise in late-life employment.

Older workers differ from their younger counterparts in a variety of physical, psychological, and social factors. Evaluating the extent, causes, and effects of these factors and improving the research and data systems necessary to address the health and safety needs of older workers may significantly impact both their ability to remain in the workforce and their well being in retirement. Health and Safety Needs of Older Workers provides an image of what is currently known about the health and safety needs of older workers and the research needed to encourage social polices that guarantee older workers a meaningful share of the nation's work opportunities.
