Book excerpt: This report presents a proposed plan for DoD implementation of software metrics in support of acquisition reform and improved software risk management. The report documents the concluding phase of a one-year task to assess software metrics and to determine how to improve their use in software acquisition, particularly of weapon system software. An earlier effort surveyed the state of development and use of software metrics in industry and defense organizations. This survey found 1) that industry is strongly committed to using software metrics in a corporate-wide approach to gain marketplace advantages, and 2) that defense contractors exhibit a state of evolution in metrics use that is comparable to that of strictly commercial companies, if not more mature. The overall vision of the proposed plan is to establish a department-wide, bottom-to-top corporate approach for collecting and using software metrics to improve analysis and decision-making in software acquisition and risk management. Acquisition reform and the need for improved risk management should provide more specific goals to address under this vision, comparable to industry's goals of marketplace benefits from using software metrics. The plan is framed as eight specific recommendations, including a list of future research and development work that would support their implementation.

We will achieve this through four strategic initiatives: innovation for advantage, optimization, resilient cybersecurity, and cultivation of talent.The Digital Modernization Strategy provides a roadmap to support implementation of the National Defense Strategy lines of effort through the lens of cloud, artificial intelligence, command, control and communications and cybersecurity.This approach will enable increased lethality for the Joint warfighter, empower new partnerships that will drive mission success, and implement new reforms enacted to improve capabilities across the information enterprise.The strategy also highlights two important elements that will create an enduring and outcome driven strategy. First, it articulates an enterprise view of the future where more common foundational technology is delivered across the DoD Components. Secondly, the strategy calls for a Management System that drives outcomes through a metric driven approach, tied to new DoD CIO authorities granted by Congress for both technology budgets and standards.As we modernize our digital environment across the Department, we must recognize now more than ever the importance of collaboration with our industry and academic partners. I expect the senior leaders of our Department, the Services, and the Joint Warfighting community to take the intent and guidance in this strategy and drive implementation to achieve results in support of our mission to Defend the Nation.

Summaries are provided of 11 DoD and 14 industry programs in regard to metrics goals, metrics program implementation, metrics sets and reports, tools and repositories, and best practices. The premise of the survey is that commercial measurement practices are applicable within DoD's acquisition environment. The study concludes that industry has more mature and vigorous practices and technology than DoD organizations, largely because industry is applying metrics for clear market-driven reasons while DoD acquisition lacks comparable motivations. The results will be used to develop recommendations to improve both software measurement in weapon system acquisition and DoD software measurement research goals. Appendix C contains the summaries of four commercial organizations requiring legal nondisclosure agreements. This appendix is published separately and is available only to government officials needing this information. (AN).

Book excerpt: In January 1992, the Software Engineering Institute (SEI) was requested to make recommendations for a basic set of software measurements to support the software measurement initiative under the software action plan (SWAP) sponsored by the Department of Defense (DoD) software technology strategy. The recommendations, published in September 1992, included materials and guidelines for a set of basic measures (size, effort, schedule, and quality) that were intended to help the DoD plan, monitor, and manage its internal and contracted software projects (Carleton). In the fall of 1992, a policy memorandum addressing software measurement for information management (IM) was proposed as a key element for improvement of software development and maintenance within the DoD. Although the policy memorandum had not been issued, the Defense Information Systems Agency, Center for Software (DlSA/CFSW) was tasked to conduct a pilot study on the core measures. The DlSA/CFSW sponsored and managed the software measurement pilot. The purpose of the pilot program was to gain an understanding of the key issues that need to be resolved before a DoD-wide metrics program is initiated. Specifically, the intent was to use the lessons learned from the pilot to help develop a set of software measurement program guidelines for the DoD. (KAR) P. 10.

It provides a consolidated approach for addressing the challenges presented to the DoD today by the Escalating development, utilization and cost of software in our defense systems. It identifies specific areas for improvement in research, development, test, deployment and maintenance of software in defense systems, including mission critical computer systems, automated information systems, scientific and engineering systems, and weapon systems. It also identifies feasible concrete actions to accomplish these improvements. The means available to the DoD to effect the process and characteristics of software include: (a) software acquisition and life cycle management; (b) DoD software policies; (c) personnel; and (d) the software technology base and transition. For each of these means, related problem areas are addressed, goals are identified, and specific actions that are required to accomplish those goals are enumerated.
