No obligation incurred by the City of La Grande. By virtue of this sec tion of the Charter shall be deemed or taken to be within or any part of, the limitation by law as to the indebtedness of the City of La Grande, and no obligation incurred as herein provided for shall ever be paid, either principal or interest, out of the General Fund of the City, or be or become a charge or liability against the City, which the City may pay out of the General Fund of the City, or by general taxation.
