Book excerpt: This book is prepared primarily for students who are interested in studying the constitutional development and government structure of twentieth-century China. Since the emergence of the Chinese consti tutional movement at the end of the nineteenth century, political institutions in China have undergone constant changes. The first four chapters treat of constitutional development and government systems from the latter part of the Ch'ing dynasty to the re-unification of China by the Nationalist Party in 1928. The other eight chapters deal with the policies, programs, and institutions of the Nationalist and Commu nist governments up to 1962. While treatises on various subjects have been consulted, the sources of this book are chiefly based on the official documents from the collections as indicated in the bibliography. Materials in the first few chapters are partly drawn from my previous works on government and politics in China. Because of the immense scope of the subject and the intricacy of the problems involved, this work is not intended to be exhaustive, but is rather a brief description and discussion of each topic under consideration. As there are many valuable works on China in general as well as on her history and inter national relations, I have tried not to cover what has already been dealt with by others. In my presentation of facts and views, I have endeavored to be as objective as possible, personal political convictions notwithstanding.

Book excerpt: This text analyzes the dramatic shifts in Chinese Communist Party economic policy during the mid to late 1950s which eventually resulted in 30 to 45 million deaths through starvation as a result of the failed policies of the Great Leap Forward. Teiwes examines both the substance and the process of economic policy-making in that period, explaining how the rational policies of opposing rash advance in 1956-57 gave way to the fanciful policies of the Great Leap, and assessing responsibility for the failure to adjust adequately those policies even as signs of disaster began to reach higher level decision makers. In telling this story, Teiwes focuses on key participants in the process throughout both "rational" and "utopian" phases - Mao, other top leaders, central economic bureaucracies and local party leaders. The analysis rejects both of the existing influential explanations in the field, the long dominant power politics approach focusing on alleged clashes within the top leadership, and David Bachman's recent institutional interpretation of the origins of the Great Leap. Instead, this study presents a detailed picture of an exceptionally Mao-dominated process, where no other actor challenged his position, where the boldest step any actor took was to try and influence his preferences, and where the system in effect became paralyzed while Mao kept changing signals as disaster unfolded.

Available in PDF, EPUB and Kindle. Book excerpt: Decentralization as a method for tackling regional disparities has been implemented in countries throughout the world in the last two decades. Some scholars have noticed that decentralization is a multi-dimensional concept. However, there is still no consensus about the dimensions’ selection. In this book, based on the measurable and comparable principles, the relationships between three dimensions of fiscal, administrative and welfare decentralization are considered, and the evolution of regional inequalities in OECD countries and in China are explored. Economic data of 26 OECD countries (17 relatively rich countries, and 9 relatively poor ones) during the period from 1996 to 2009 was used to formulate regression models. It was found that fiscal decentralization, especially the decentralizing of tax authorities in relatively backward countries, has been associated with a significant rise in regional disparities. Moreover, according to the statistical results for the countries in the sample, welfare centralization and suitable local government size can lead to a reduction in regional disparities. In the case of China, data analysis and institutional one were paired in order to assess the dynamic relationships between decentralization and regional disparities (from the three dimensions mentioned above). An unstable, nonstandard and asymmetrical fiscal decentralization system directly results in regional disparities, which can be strengthened by a highly decentralized public service delivery system. In addition, rigid government size, segmented government structures and ‘yardstick’ competition mechanisms (used for creating competition among local governments) hinder coordination and cooperation in and among regions, and further exacerbate regional disparities.
