Book excerpt: "Objective: To prepare a preliminary engineering design and a semi-definitive cost estimate for a crude oil processing plant and associated facilities to be installed on board of a modified oil-ore transportation vessel anchored several miles offshore within the Beaufort Sea area and able to produce stabilized crude oil from various wellhead platforms during the ice-free season. Starting from the preliminary design and concept, stated under Section 3 of this document, the preliminary engineering will establish basic design concepts which will be applied to this floating facility and to develop these concepts in engineering terms to the extent outlined below. This design work will be fully compatible with constraints imposed by mode of operation and location of the installation as defined. The design work performed will, to the extent possible, maximize modularization of plant facilities, minimize fabrication/assembly time. This design will meet all applicable Federal and Territorial Codes and Regulations. The design work related to the retrofitting of the existing transportation vessel (Unit 70 shown on the preliminary equipment list - Section 3) is not included in the present Scope of Work"--Leaf [3].

Book excerpt: "This report is concerned with the assessment of readiness to deal with major physical emergencies involving the oil and gas facilities and operations of Dome Petroleum Limited, in Canada, and its NGL facilities and operations in Canada and the U.S.A. Such facilities are valued at approximately 1.9 billion dollars and involve the employment of approximately 4700 people. The activities involved include major offshore exploration in the Canadian Beaufort Sea, oil and gas exploration, development and operation in western Canada, and an NGL gathering, storage, transmission, railcar and processing system extending from western Canada to central Canada and the mid-western U.S.A. The assessment process attempted to identify all the potential mishaps that could befall the Company's activities. Three levels of emergencies were defined (Appendix VI, Attachment I). Those hazards with the potential of major implications were identified and are highlighted in Section 2.0. It was not the purpose of the Task Force to assess the risk of mishap occurrence or to develop measures for the minimization of mishaps. In Section 3.0 the key elements involved in dealing with any major emergency are identified and discussed. In Section 4.0 the Company's contingency plans are assessed for each operating department in broad terms inasmuch as detailed assessment, by the Task Force, of existing plans, is impractical. ... The resources dedicated to this project have been almost entirely internal, using the experience of the Company's own operating line managers and the advice of speciality service staff. While the attention given to this task has had to compete with the day to day exigencies of Company operations, the final result does reflect the considered participation and views of line management--Leaf 1.

Book excerpt: "Dome Petroleum Ltd. is planning to construct the first of their artificial islands in the Beaufort Sea sometime during the late summer or early fall of this year. The proposed island will be located offshore in a water depth of 23m and consists of four self contained caissons placed on a dredged soil berm. The intended use of the island is twofold, namely, to use it as a platform for explorational drilling as well as to employ it as a full scale experimental structure which offers the unique opportunity to measure undistorted ice forces and ice pressures. Data gathered from this structure can then be utilized to establish design criteria for the construction of future islands located in greater water depths. The work outlined in this proposal relates mainly to the experimental nature of this island. So called false front pressure panels which are made out of steel and/or concrete are attached to the front face of the caisson(s) as shown in Figure 1. The configuration of a typical panel consists of a structurally sound plate and beam structure which transmits ice loads via load cells or flat jacks to the caisson. Overall average normal and/or shear loads are measured by the cells or jacks whereas localized stress concentrations are measured by employing sensing devices which are either built into the panel or are directly attached to the panel surface. The panels have to be anchored to the caisson. The anchor points have to be designed with great care in order to ensure that all possible loads are being properly transferred" -- ASTIS [online] database.
