These 161 subdivisions so overlap as to create within the county 233 areas, each subject to an entirely different total tax rate. This study covers the twelve-year period from 1925 through 1936. In McPherson County during the earlier years of the study the unceasing demand for more and costlier governmental services-- primarily better schools, and better roads placed an ever increasing burden on property owners. In 193I the full force of the depression compelled a reversal of that trend and a decrease in the amount of taxes levied. This downward trend continued through 1932 and 1933. A moderate upward trend in taxes, first noted in 1934, continued on through 1936, the last year of this study, with the taxes in 1936 still over 245,000 dollars less than the amount levied in 1930"--Page 1.
