Book excerpt: "In this paper we develop a theoretical model of the individual decision to become delinquent on one's property tax payments. e then apply the model to the City of Detroit, Michigan, USA, where the city is in the midst of bankruptcy proceedings, and a rate of property tax delinquency of 48 percent, resulting in uncollected tax revenues of about 20 percent. We use detailed parcel-level data for Detroit to evaluate the factors that affect both the probability that a property owner is tax delinquent and, conditional upon delinquency, the magnitude of the delinquency. Our estimates show that properties that have lower value, longer police response times, are non-homestead (non-owner occupied residential properties), have a higher statutory tax rate, have a higher assessed value relative to sales price, are owned by a financial institution or by a Detroit resident, are delinquent on water bills, and for which the probability of enforcement is low are more likely to be tax delinquent These findings can be used to inform policies targeted at improving tax compliance within the City. The author shows how the social contract, in its quest for fairness, actually helps to breed the parasitic 'free riding' it is meant to suppress. He also shows how, in the absence of taxation, many public goods would be provided by spontaneous group co-operation. This would, however, imply some degree of free riding. Unwilling to tolerate such unfairness, co-operating groups would eventually drift from voluntary to compulsory solutions, heedless of the fact that this must bring back free riding with a vengeance. The author argues that the perverse incentives created by the attempt to render public provision assured and fair are a principal cause of the poor functioning of organised society.

The original essays in this volume represent an attempt to provide a framework on compliance that moves beyond the economics-of-crime perspective, one that provides a more complete understanding of individual (and group) decisions, and one that is more consistent with empirical evidence. It is the insights of behavioural economics that provide much of the bases for these essays and the main theme running through this book is that the basic model of individual choice must be expanded, by introducing some aspects of behaviour or motivation considered explicitly by other social sciences.

In the 2010s, Detroit government officials classified a staggering 150,000 lots—more than a third of the city—as “vacant” or “abandoned.” Analyzing subsequent efforts to shrink the Motor City’s footprint and budget, Safransky presents a new way of conceptualizing urban abandonment. She challenges popular myths that cast Detroit as empty along with narratives that reduce its historical decline to capital and white flight. In connecting contemporary debates over neoliberal urbanism to Cold War histories and the lasting political legacies of global movements for decolonization and Black liberation, she foregrounds how the making of—and challenges to—modern property regimes have shaped urban policy and politics. Drawing on critical geographical theory and community-based ethnography, Safransky shows how private property functions as a racialized construct, an ideology, and a moral force that shapes selves and worlds.
