Book excerpt: While the phrase "metaphysics of science" has been used from time to time, it has only recently begun to denote a specific research area where metaphysics meets philosophy of science—and the sciences themselves. The essays in this volume demonstrate that metaphysics of science is an innovative field of research in its own right. The principle areas covered are: The modal metaphysics of properties: What is the essential nature of natural properties? Are all properties essentially categorical? Are they all essentially dispositions, or are some categorical and others dispositional? Realism in mathematics and its relation to science: What does a naturalistic commitment of scientific realism tell us about our commitments to mathematical entities? Can this question be framed in something other than a Quinean philosophy? Dispositions and their relation to causation: Can we generate an account of causation that takes dispositionality as fundamental? And if we take dispositions as fundamental (and hence not having a categorical causal basis), what is the ontological ground of dispositions? Pandispositionalism: Could all properties be dispositional in nature? Natural kinds: Are there natural kinds, and if so what account of their nature should we give? For example, do they have essences? Here we consider how these issues may be illuminated by considering examples from reals science, in particular biochemistry and neurobiology.

The incentives for performing this work are large since the resulting im provement in plant productivity translates into lower fuel costs and, more importantly, reduced reliance on imported oil. Reliability and availability of nuclear power plants, whether fission or fusion, demand that more attention be focused on the behavior of materials. Recent experiences with fission power indicate that the basic properties of materials, which categorize their reliable behavior under specified conditions, need reinforcement to assure trouble-free operation for the expected service life. The pursuit of additional information con tinues to demand a better understanding of some of the observed anom alous behavior, and of the margin of resistance of materials to unpre dictable service conditions. It is also apparent that, next to plasma heating and confinement, materials selection represents the most serious chal lenge to the introduction of fusion power. The recognition of the importance of materials performance to nu clear plant performance has sustained a multimillion dollar worldwide research and development effort that has yielded significant results, both in quantification of the performance limits of materials in current use and the development and qualification of new materials. Most of this infor mation appears in the open literature in the form of research reports, journal articles, and conference proceedings.

Each of these, as well as other structural characteristics of utilities and their markets, are analyzed for their effects on costs and price. These issues are important for a number of reasons. The U.S. electric power industry is presently embarking on a fundamental restructuring in terms of integration and competition. In other countries, privatization of state-owned enterprises is being viewed as the answer to unsatisfactory performance. From a longer perspective, the question of the relative performance of publicly owned versus privately owned utilities in the U.S. has never been resolved. And despite much speculation there is little reliable evidence as to the importance of either vertical integration or competition.

At the same time, it is receiving growing interest among philosophers of science. The present collection of essays brings together both strands of interest. It elucidates the ontological profile of dispositionalism by exploring its ontological commitments, and it discusses these from the perspective of the philosophy of science. He has searched out the men of power and, under fictitious names, has described them as they initiate policies in their offices, their homes, their clubs. They form a small, stable group at the top of the social structure. Their decision-making activities are not known to the public, but they are responsible for whatever is done, or not done, in their community. Beneath this top policy group is a clearly marked social stratification, through which decisions sift down to the substructures chosen to put them into effect. The dynamic relations within the power structure are made clear in charts, but the real interest lies in the author's report of what people themselves say. The African American community is also studied, with its own power structure and its own complicated relations with the large community. The method of study is fully described in an Appendix. The book should be of particular value to sociologists, political scientists, city-planning executives, Community Council members, social workers, teachers, and research workers in related fields. As a vigorous and readable presentation of facts, it should appeal to the reader who would like to know how his/her own community is run. Community Power Structure is not an expose. It is a description and discussion of a social phenomenon as it occured. It is based on sound field research, including personal observation and interviews by the author.
