Congress authorized creation of the Propane Education and Research Council (PERC) in 1996 and the National Oil heat Research Alliance (NORA) in 2000 to provide R&D, safety and training, and consumer education for propane and oil heat. Congressional deliberations on the groups' creation emphasized providing funding for R&D. PERC and NORA fund operations by assessing fees on propane and oil heat sales. This report examined: (1) how PERC and NORA spent assessments collected; (2) the extent to which their reported activities help strategic goals; (3) the extent to which key statutory requirements were met; and (4) the extent of federal oversight. Book excerpt: The following is a summary report of the New Hampshire Governor's Office of Energy and Community Services (ECS) participation in the State Heating Oil and Propane Program (SHOPP) for the 1997/98 heating season. SHOPP is a cooperative effort, linking energy offices in East Coast and Midwest states, with the Department of Energy (DOE), Energy Information Administration (EIA) for the purpose of collecting retail price data for heating oil and propane. The program is funded by the participating state with a matching grant from DOE. SHOPP was initiated in response to congressional inquires into supply difficulties and price spikes of heating oil and propane associated with the winter of 1989/90. This is important to New Hampshire because heating oil controls over 55% of the residential heating market statewide. Propane controls 10% of the heating market statewide and is widely used for water heating and cooking in areas of the state where natural gas is not available. Lower installation cost, convenience, lower operating costs compared to electricity, and its perception as a clean heating fuel have all worked to increase the popularity of propane in New Hampshire and should continue to do so in the future. Any disruption in supply of these heating fuels to New Hampshire could cause prices to skyrocket and leave many residents in the cold.

Book excerpt: During the 1994--95 heating season, the Massachusetts Division of Energy Resources (DOER) participated in a joint data collection program between several state energy offices and the federal Department of Energy's (DOE) Energy Information Administration (EIA). The purpose of the program was to collect and monitor retail and wholesale heating oil and propane prices and inventories from October 1994 through March 1995. This program augmented the existing Massachusetts data collection system and served several important functions. The information helped the federal and state governments respond to consumer, congressional and media inquiries regarding No. 2 oil and propane. The information also provided policy decision-makers with timely, accurate and consistent data to monitor current heating oil and propane markets and develop appropriate state responses when necessary. In addition, the communication network between states and the DOE was strengthened through this program. This final report begins with an overview of the unique events that had an impact on the petroleum markets prior to and during the reporting period. Next, the report summarizes the results from residential heating oil and propane price surveys conducted by DOER over the 1994--95 heating season. The report also incorporates the wholesale heating oil and propane prices and inventories collected by EIA and distributed to the states. Finally, the report outlines DOER's use of the data.
