Book excerpt: This paper comes from a project designed to assist central and eastern Europe and Commonwealth of Independent States (CIS) countries to enhance their energy efficiency and security, to ease the energy supply constraints of economic transition and to meet international environmental treaty obligations under the UN FCCC and the UN ECE. Reducing the energy efficiency 'gap' by half would save 600 million tones of oil equivalent in year 2010 of which 90 per cent would be fossil fuels. Central and Eastern European economies are half as efficient as those of market economies. This paper, which was produced jointly by the Economic and Social Commission for Asia and the Pacific (ESCAP) and the Economic Commission for Europe (ECE), aims to provide some suggestions for policy makers in the CIS for development of policies and regulatory frameworks for promotion of energy efficiency. The guidelines presented have been discussed and endorsed by the ECE Committee on Sustainable Development at its ninth session, 9-11 November 1999. The impetus for the guidelines was a recommendation made at a 1996 regional seminar on promotion of energy efficiency and institution building in Asian economies in transition conducted by ESCAP with participation by ECE.

Book excerpt: The Department of Energy funded the Alliance to Save Energy to promote the efficient use of energy under a multiyear cooperative agreement. This funding allowed the Alliance to be innovative and flexible in its program development, and to initiate and enhance projects it would otherwise not have been able to pursue. The program period was 1999 through 2004. The mission of the Alliance to Save Energy is to promote energy efficiency domestically and worldwide. The Alliance followed this mission by working closely with consumers, government, policy makers, and energy efficient product and service providers. The projects that were initiated by the Alliance included communication and consumer education, policy analysis and research, the promotion of interaction among the energy efficiency industry, and international energy efficiency programs. The funding from the Department of Energy allowed the Alliance to study new issues in energy efficiency, draw public attention to those issues, and create targeted programs, such as the Efficient Windows Collaborative or the Green Schools program, which now function on their own to promote energy efficiency in important areas.

Book excerpt: This paper investigates the question in what extent energy managers and energy users are informed on competitive energy supply, efficient energy uses, and on potentials to increase production and uses of renewable sources of energy. The important role in the dissemination of knowledge on more efficient energy uses and on a greater uses of renewable sources of energy has the promotional and education activities towards more efficient use of energy and towards an increase in supply and use of energy from the renewable sources of energy. The empirical research is based on the analysis of the survey evidence that is obtained by the written questionnaire, which was conducted among the scholars, students, and employees for the four target groups from social sciences, natural sciences, electrical energy supply, and energy management. We have conducted 516 indepth surveys mostly by the use of the written questionnaire in the six different towns in Slovenia. The surveys were conducted in June and July 2008. The surveys are analysed by using descriptive statistics, correlation, and multivariate factor analysis. The needs for more efficient energy use between different users and the significance of production of renewable sources of energy from different sources have been confirmed, which has implications for rationalization of energy supply management and for more underlined environmental protection. An improvement in information and promotion of more efficient energy uses and uses of the renewable sources of energy are important for the sustainable development.
